Book excerpt: A recent review found several conflicting conclusions regarding colloid-facilitated transport of radionuclides in groundwater and noted that colloids can both facilitate and retard transport. Given these contrasting conclusions and the profound implications even trace concentrations of plutonium (Pu) have on the calculated risk posed to human health, it is important that the methodology used to sample groundwater colloids be free of artifacts. The objective of this study was: (1) to conduct a field study and measure Pu speciation, (239Pu and 24°Pu for reduced-Pu{sub aq}, oxidized-Pu{sub aq}, reduced-Pu{sub colloid}, and oxidized-Pu{sub colloid}), in a Savannah River Site (SRS) aquifer along a pH gradient in F-Area, (2) to determine the impact of pumping rate on Pu concentration, Pu speciation, and Pu isotopic ratios, (3) determine the impact of delayed sample processing (as opposed to processing directly from the well).

Book excerpt: The DOE is conducting cleanup and stabilization activities at its nuclear weapons development sites, many of which have accumulated plutonium in soils for 60 years. To properly control Pu migration in soils and groundwaters within Federal sites and onto public lands, better evaluate the public risk, and design effective remediation strategies, a fundamental understanding of Pu speciation and environmental transport is needed. The DOE is increasingly relying on monitored natural attenuation (MNA) for site stewardship. While this is practical, and defensible based on fundamental actinide chemistry and most environmental data, there are significant gaps in the foundation of the approach. Key among them is the inability to project migration rates and redistribution of actinide contaminants, particularly given the diversity and heterogeneity of sites. Matrix sorption/desorption processes are the main factors that determine contaminant transport, but little data of this type are available for Pu or Np with minerals and sediments. To support MNA and predictive geochemical models we conducted the following research: (1) Studied environmentally relevant Pu and Np species. (2) Determined the mechanisms and thermodynamics of interactions of Pu and Np species with Mn and Fe (oxy)hydroxides and with sediments, including actinide sorption/desorption during mineral formation and redox cycling.

(Sept. 2003-Sept. 2006 SIGNIFICANCE TO DOE EMSP Migration of plutonium in the environment is a major issue at several DOE sites (Riley and Zachara, 1992)). As such, fundamental data concerning the interactions between various chemical forms of plutonium with compounds in the environment are essential for predicting Pu's behavior in the aqueous environment. Our research has focused on two important DOE sites, namely the Savannah River Site and the Hanford Site, and at both sites we see no need to invoke colloid facilitated transport to explain Pu groundwater distributions. This conclusion has important practical implications because much of the uncertainty associated with Pu subsurface transport, including at the Hanford Site (Mann et al. 1998) and the SRS (McDowell et al., 2000) is attributed directly to the uncertainty associated with the role that mobile colloids may or may not play in transporting Pu.

Based on field studies conducted for up to 11 years and supplemental laboratory studies, it was hypothesized that periodic sediment drying caused the very slow release of tightly bound Pu into the mobile aqueous phase, presumably by oxidation of Pu(IV) to the more mobile Pu(V). Of particular interest, was that this release occurred in sediments, that when saturated with groundwater, promoted rapid reduction of Pu to the less mobile form, Pu(IV). Accurate prediction of Pu transport through the vadose zone is important because this region is expected to provide an important buffer between disposed nuclear waste and the biosphere.

To remain consistent with the plan of the first edition, “ ... to provide a comprehensive and uniform treatment of the chemistry of the actinide [and transactinide] elements for both the nuclear technologist and the inorganic and physical chemist,” and to be consistent with the maturity of the field, the fourth edition is organized in three parts. The first group of chapters follows the format of the first and second editions with chapters on individual elements or groups of elements that describe and interpret their chemical properties. A chapter on the chemical properties of the transactinide elements follows. The second group, chapters 15-26, summarizes and correlates physical and chemical properties that are in general unique to the actinide elements, because most of these elements contain partially-filled shells of 5f electrons whether present as isolated atoms or ions, as metals, as compounds, or as ions in solution. Book excerpt: The world's first nuclear bomb was a developed in 1954 at a site near the town of Los Alamos, New Mexico. Designated as the Los Alamos National Laboratory (LANL) in 1981, the 40-square-mile site is today operated by Log Alamos National Security LLC under contract to the National Nuclear Security Administration (NNSA) of the U.S. Department of Energy (DOE). Like other sites in the nation's nuclear weapons complex, the LANL site harbors a legacy of radioactive waste and environmental contamination. Radioactive materials and chemical contaminants have been detected in some portions of the groundwater beneath the site. Under authority of the U.S. Environmental Protection Agency, the State of New Mexico regulates protection of its water resources through the New Mexico Environment Department (NMED). In 1995 NMED found LANL's groundwater monitoring program to be inadequate. Consequently LANL conducted a detailed workplan to characterize the site's hydrogeology in order to develop an effective monitoring program. The study described in Plans and Practices for Groundwater Protection at the Los Alamos National Laboratory: Final Report was initially requested by NNSA, which turned to the National Academies for technical advice and recommendations regarding several aspects of LANL's groundwater protection program. The DOE Office of Environmental Management funded the study. The study came approximately at the juncture between completion of LANL's hydrogeologic workplan and initial development of a sitewide monitoring plan.

Book excerpt: The management and disposal of radioactive wastes are key international issues requiring a sound, fundamental scientific basis to insure public and environmental protection. Large quantities of existing nuclear waste must be treated to encapsulate the radioactivity in a form suitable for disposal. The treatment of this waste, due to its extreme diversity, presents tremendous engineering and scientific challenges. Geologic isolation of transuranic waste is the approach currently proposed by all nuclear countries for its final disposal. To be successful in this endeavor, it is necessary to understand the behavior of plutonium and the other actinides in relevant environmental media. Conceptual models for stored high level waste and waste repository systems present many sCientific difficulties due to their complexity and non-ideality. For example, much of the high level nuclear waste in the US is stored as alkaline concentrated electrolyte materials, where the chemistry of the actinides under such conditions is not well understood. This lack of understanding limits the successful separation and treatment of these wastes. Also, countries such as the US and Germany plan to dispose of actinide bearing wastes in geologic salt deposits. In this case, understanding the speciation and transport properties of actinides in brines is critical for confidence in repository performance and risk assessment activities. Many deep groundwaters underlying existing contaminated sites are also high in ionic strength. Until recently, the scientific basis for describing actinide chemistry in such systems was extremely limited.
