En cambio, se sabia mucho menos acerca de la evolucion y el entramado de las instituciones politicas. Este libro recoge una de las primeras indagaciones sobre esa historia institucional de Mexico que estaba haciendo falta. En Gobierno local, poder nacional, las instituciones municipales se presentan como el hilo conductor de varios de los procesos politicos que llevaron a la construccion del Estado. Sin embargo, no se trata de una historia de los municipios o de los distritos del siglo pasado, sino de una investigacion de ciencia politica acerca del papel que jugaron los gobiernos locales como la base sobre la cual se levanto el edificio del Estado moderno. El lector especializado encontrara las bases de un programa de investigacion que busca explicar el origen y el sentido de las instituciones politicas mexicanas, mientras que el publico interesado, por su parte, hallara nuevos elementos para entender la historia de su pais desde una perspectiva muy poco explorada hasta ahora, en un texto ameno y bien escrito que, de paso, abre nuevos cauces para el debate presente sobre la reconstruccion del pasado mexicano.

Book excerpt: In Mexico's Yucatán peninsula, it is commonly held that the population consists of two ethnic communities: Maya Indians and descendants of Spanish conquerors. As a result, the history of the region is usually seen in terms of conflict between conquerors and conquered that too often ignores the complexity of interaction between these groups and the complex nature of identity within them. Yet despite this prevailing view, most speakers of the Yucatec Maya language reject being considered Indian and refuse to identify themselves as Maya. Wolfgang Gabbert maintains that this situation can be understood only by examining the sweeping procession of history in the region. In Becoming Maya, he has skillfully interwoven history and ethnography to trace 500 years of Yucatec history, covering colonial politics, the rise of plantations, nineteenth-century caste wars, and modern reforms—always with an eye toward the complexities of ethnic categorization. According to Gabbert, class has served as a self-defining category as much as ethnicity in the Yucatán, and although we think of caste wars as struggles between Mayas and Mexicans, he shows that each side possessed a sufficiently complex ethnic makeup to rule out such pat observations. Through this overview, Gabbert reveals that Maya ethnicity is upheld primarily by outsiders who simply assume that an ethnic Maya consciousness has always existed among the Maya-speaking people. Yet even language has been a misleading criterion, since many people not considered Indian are native speakers of Yucatec. By not taking ethnicity for granted, he demonstrates that the Maya-speaking population has never been a self-conscious community and that the criteria employed by others in categorizing Mayas has changed over time. Grounded in field studies and archival research and boasting an exhaustive bibliography, Becoming Maya is the first English-language study that examines the roles played by ethnicity and social inequality in Yucatán history. By revealing the highly nuanced complexities that underlie common stereotypes, it offers new insights not only into Mesoamerican peoples but also into the nature of interethnic relations in general.

The essays in this volume draw on new historical research to explain why, and to delve into what did happen during the independence period in Central America and Chiapas. The contributors, distinguished scholars from Central America, North America, and Europe, consider themes of power, rebellion, sovereignty, and resistance throughout the Kingdom of Guatemala beginning in the late eighteenth century and ending with independence from Spain and the debate surrounding the decision to join the Mexican Empire. Their work reveals that a “conflict-free” separation from Spain was more complex than is usually understood, and shows how such a separation was crucial to late-nineteenth-century developments. These essays tell us how different groups seized on the political instabilities of Spain to maximize their interests; how Latin American elites prepared elaborate rituals to legitimize power dynamics; why the Spanish military governor Bustamante’s role in Central America should be reconsidered; how Indian and popular uprisings had more to do with tax burdens than with independence rhetoric; how the scholastic thought of Thomas Aquinas played a role in political thinking during the independence period; and why Mexico’s Plan de Iguala, the independence program promoted by Agustín de Iturbide, finally broke Central American elites’ ties to Spain. Focusing on regional and small-town dynamics as well as urban elites, these essays combine to offer an unusually broad and varied perspective on and a new understanding of Central America in the period of independence.
