Youth work is experiencing a policy momentum at European level. Since the adoption of a resolution on the subject by the Committee of Ministers of the Council of Europe in 2017, youth work is back on the core agenda of the Council of Europe and the European Union youth strategies. This book looks at how youth work practitioners learn their trade, what formal and non-formal education offers exist and how education iscontextualised in the broader picture of youth work recognition. Starting with the premise that formal education entails a series of steps from which youth work practitioners would benefit, this books explores that picture through a mapping study and delves further into its findings through thematic contributions. The results of the research and debates with policy makers, researchers, practitioners, educators and other stakeholders identifies a field of growing opportunities across Europe. The situation of youth workers in different countries varies from advanced practice architectures for youth worker education to those in need of development. The first European Commission study on youth work, published in 2014, was an exploratory investigation of youth work at European level, seeking to identify commonalities and to map the state of youth work policies across the EU. This second report goes further and focuses on the needs of youth workers at the grassroots level to critically analyse whether existing public policies fulfil these needs. This is a timely report: the COVID-19 pandemic has had a significant impact on the youth work sector. It has forced youth workers to rethink how they provide their services, and placed many in a precarious position, particularly at the local level and for youth workers who support the most vulnerable young people. This study inevitably covers the needs which have emerged since the COVID-19 pandemic. It also analyses longer-term needs which are expressed independently of the COVID-19 pandemic. The report then analyses youth workers' perceptions on the suitability of the support they receive, principally from national governments and the European Union. This provides the basis for further policy recommendations regarding future national and EU initiatives related to youth work.

It draws on literature in the area, a mapping of national contexts, consultation amongst stakeholders and an analysis of successful practice. The latter was conducted during the course of the study in order to gain a deeper understanding of youth work in the EU and the contribution that it makes for young people of the EU. The report highlights the diversity of youth work practice, the variety of actors involved, the observable trends in the sector, features of successful youth work and the range of outcomes associated with that success. Furthermore, it presents a comparative overview of the frameworks which support youth work at the national level across the EU. Whilst youth work practice will take place regardless of whether countries provide a policy framework of support for the sector or not, EU and national level policies and funding provisions have the potential to frame and shape the practice of youth work. These should be designed so as to further strengthen the capacity of the sector to provide meaningful activities for young people in their leisure time that lead to identifiable successful outcomes for youth in the EU.

To help its member states to make youth work a reality, in 2017, the Committee of Ministers of the Council of Europe adopted Recommendation CM/Rec(2017)4 on youth work, which is the first internationally agreed policy document that focuses explicitly on youth work, its value for society and the way ahead for its quality development in Europe. This publication is an accompaniment to this recommendation and aims to bring its content closer to potential users: policy makers, youth workers, managers of youth work activities, youth leaders, educators of youth workers, youth organisations, and so on, and provide step-by-step information and guidance on the implementation of the recommendation. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Book excerpt: Today, those aged 15 to 24 in Europe of Fifteen number approximately 50 million people, a figure which increases to 80 million if we include 25 to 29 years olds. Two points emerge from the present study: first, regardless of how youth is defined, the percentage of 'young' people in the population is slowly but surely failing in every Member State of the European Union. Secondly, the characteristic stages in the transition from full-time education to employment are slowing down: young people are staying longer in education, taking more time to cross over from training to work, and waiting longer before starting families of their own. While following this common path, the stages of transition to adulthood tend to be shaped by national characteristics and policies. In this study, we attempt to describe the major trends, similarities and contrats which exist between Member States in such areas as education, training, transition to the labour market, familiy life and living conditions.
