Book excerpt: Abstract: A recent Volpe Center report [1] for the Federal Railroad Administration's (FRA) Rail Energy, Environment, and Engine (E3) Technology research and development program reviewed rail industry best practices (BPs) and strategies for improving energy efficiency (E2) and environmental sustainability. The review included examples of and opportunities for adoption of international transferrable BPs, and US technologies for equipment, operations and logistics software tools that have measurably improved E2 performance for passenger and freight railroads. Drivers providing renewed impetus for rail industry E2 advances include environmental compliance requirements with US Environmental Protection Agency (EPA) locomotive emission standards, US Department of Transportation Congestion Mitigation and Air Quality improvement program grants, state, regional and urban clean diesel campaigns, as well as the FRA National Rail Plan, and High-Speed Intercity Passenger Rail (HSIPR) initiatives. The report presented comparative rail system energy efficiency data and trends relative to competing modes, illustrated the benefits of energy- efficient technologies, and of alternative fuels use. Based on a comprehensive literature review and on experts' inputs, the report highlighted models of corporate rail sustainability plans and system-wide BPs and success stories. Available rail equipment and operational practices proven to improve E2 with environmental and economic benefits for all rail industry segments were illustrated. Findings and recommendations for further improving rail E2 and sustainability were tailored to the specific needs and goals of intercity and commuter passenger rail, and freight railroads (Class I-III). Key opportunities highlighted included: public-private partnerships (P3) with Federal agencies (FRA, EPA/SmartWay) for joint research, development test and evaluation (RDT&E)on advanced equipment (electric and hybrid, or dual fuel locomotives), or alternative fuels (biodiesel, CNG/LNG, Fuel cells/Hydrogen); participation in international rail organizations (UIC) and trade associations (AAR, AREMA, APTA, AASHTO), and partnering with regional and State environmental protection agencies for cross-enterprise E2 and sustainability improvements.

This thesis presents studies based on improved power management strategies for railway traction systems and demonstrates that there is potential for improvements in the total system energy efficiency if optimised high-level supervisory power management strategies are applied. Optimised power management strategies utilise existing power systems in a more cooperative and energy-efficient manner in order to reduce the total energy demand. In this thesis, three case studies in different research scenarios have been conducted. Under certain operational, geographic and physical constraints, the energy consumed by the train can be significantly reduced if improved control strategies are implemented. This thesis proposes a distance based model for train speed trajectory optimisation. Three optimisation algorithms, Ant Colony Optimisation (ACO), Genetic Algorithm (GA) and Dynamic Programming (DP), are applied to search for the optimal train speed trajectory, given a journey time constraint. The speed at each preset position along the journey is determined and optimised using these searching algorithms. In a DC railway network, power peaks in a substation are not desirable as they could present safety risks and are not energy efficient. A power peak can be avoided if the control of multiple trains is coordinated. The allocation of inter-station journey time intrinsically affects both service quality and energy efficiency. By identifying an optimal journey time allocation, a multi-objective function targeting both energy efficiency and service quality can be used. In this study, a DC railway is modelled with two parallel railway tracks, five station stops and three DC electric substations. Regenerative braking is studied in this DC electric network using Nodal Analysis (NA) and the Load Flow (LF) method. This study demonstrates that within the neighbourhood of an electric railway network, the journey time allocation for inter-station journeys will affect the total service quality and the energy loss. A GA is applied to find the best inter-station journey time allocation. Finally, this thesis explores the potential of applying advanced power management strategies to a Diesel Multiple Unit (DMU) train. DMU trains have multiple diesel engines which are commonly operated in a homogenous manner. The work presented in this thesis analyses the potential energy savings that may be obtained through the independent operation of the engines. Two widely investigated power management strategies which have been applied to the control of Hybrid Electric Vehicles are studied for a typical DMU railway vehicle. DP is applied to identify the optimal instant power distribution between engines. Based on the optimised results from DP, an adaptive rule-based online strategy is proposed using a non-linear programming optimisation algorithm.

Book excerpt: Railroads are important to the U.S. economy. They transport freight efficiently, requiring less energy and emitting fewer pollutants than other modes of surface transportation. While the railroad industry has steadily improved its fuel efficiency--by 16% over the last decade--more can, and needs to, be done. The ability of locomotive manufacturers to conduct research into fuel efficiency and emissions reduction is limited by the small number of locomotives manufactured annually. Each year for the last five years, the two North American locomotive manufacturers--General Electric Transportation Systems and the Electro-Motive Division of General Motors--have together sold about 800 locomotives in the United States. With such a small number of units over which research costs can be spread, outside help is needed to investigate all possible ways to reduce fuel usage and emissions. Because fuel costs represent a significant portion of the total operating costs of a railroad, fuel efficiency has always been an important factor in the design of locomotives and in the operations of a railroad. However, fuel efficiency has recently become even more critical with the introduction of strict emission standards by the U.S. Environmental Protection Agency, to be implemented in stages (Tiers 0, 1, and 2) between 2000 and 2005. Some of the technologies that could be employed to meet the emission standards may negatively affect fuel economy--by as much as 10-15% when emissions are reduced to Tier 1 levels. Lowering fuel economy by that magnitude would have a serious impact on the cost to the consumer of goods shipped by rail, on the competitiveness of the railroad industry, and on this country's dependence on foreign oil. Clearly, a joint government/industry R & D program is needed to help catalyze the development of advanced technologies that will substantially reduce locomotive engine emissions while also improving train system energy efficiency. DOE convened an industry-government workshop in January 2001 to gauge industry interest. As a result, the railroads, their suppliers, and the federal government5 have embarked on a cooperative effort to further improve railroad fuel efficiency--by 25% between now and 2010 and by 50% by 2020, on an equivalent gallon per revenue ton-mile basis, while meeting emission standards, all in a cost-effective, safe manner. This effort aims to bring the collaborative approaches of other joint industry-government efforts, such as FreedomCAR and the 21st Century Truck partnership, to the problem of increasing rail fuel efficiency. Under these other programs, DOE's Office of FreedomCAR and Vehicle Technologies has supported research on technologies to reduce fuel use and air emissions by light- and heavy-duty vehicles. DOE plans to bring similar efforts to bear on improving locomotives. The Department of Transportation's Federal Railroad Administration will also be a major participant in this new effort, primarily by supporting research on railroad safety. Like FreedomCAR and the 21st Century Truck program, a joint industry-government research effort devoted to locomotives and railroad technology could be a 'win' for the public and a 'win' for industry. Industry's expertise and in-kind contributions, coupled with federal funding and the resources of the DOE's national laboratories, could make for an efficient, effective program with measurable energy efficiency targets and realistic deployment schedules. This document provides the necessary background for developing such a program. Potential R & D pathways to greatly improve the efficiency of freight transportation by rail, while meeting future emission standards in a cost-effective, safe manner, were developed jointly by an industry-government team as a result of DOE's January 2001 Workshop on Locomotive Emissions and System Efficiency and are presented here. The status of technology, technical targets, barriers, and technical approaches for engine, locomotive, rail systems, and advanced power plants and fuels are presented.

As a result, companies are missing out on exceptional opportunities to improve not only their environmental record but also save considerably on fuel costs. This study investigates the broad topic of energy efficiency within the context of the industrial sector by means of a thorough review of existing energy reduction strategies and a demonstration of their successful implementation. The study begins by discussing current industrial energy consumption trends around the globe and within the Canadian manufacturing sector. This is followed by a literature review which outlines 3 prominent energy efficiency improvement strategies currently available to companies: 1) Waste heat recovery, 2) Idle power loss reduction and production rate optimization, and lastly 3) Auxiliary equipment operational performance. Next, a broad overview of the resources and tools available to organizations looking to improve their industrial energy efficiency is provided. Following this, several case studies are presented which demonstrate the potential benefits that are available to Canadian organizations looking to improve their energy efficiency. Lastly, a discussion of a number of issues and barriers pertaining to the wide-scale implementation of industrial efficiency strategies is presented. It discusses a number of potential roadblocks, including a lack of energy consumption monitoring and data transparency. While this topic has been well researched in the past in terms of the losses encountered during various general manufacturing process streams, practically no literature exists which attempts to provide real data from companies who have implemented energy efficiency strategies. By obtaining original data directly from companies, this thesis demonstrates the potential for companies to save money and reduce GHG (greenhouse gas) emissions through the implementation of energy efficiency projects and publishes numbers which are almost impossible to find directly. By publishing success stories, it is hoped that other companies, especially SMEs (small and medium enterprises) will be able to learn from these case studies and be inspired to embark on energy efficiency projects of their own.
