Book excerpt: The primary objective of this study is to gain a better understanding of Navy first-term enlisted attrition among racial/ethnic minorities by comparing attrition rates in technical and nontechnical occupations. The study uses a special database developed by the Defense Manpower Data Center in Monterey, CA, that contains the records of 186,938 male recruits who enlisted in the Navy during calendar years 1996 through 2000. These individuals are tracked over a 4-year period to determine rates of failure to complete the initial enlistment contract. Cross-tabulation and frequency analysis are first used to examine attrition rates by race, racial/ethnic group, and ethnicity. The attrition behavior of these groups is then investigated using two factors shown to correlate with attrition: Armed Forces Qualification Test category and educational Tier Group. Finally, the attrition behavior of these groups is examined by assigned occupation, grouped by technical and nontechnical categories. The study finds that occupational assignment is related to the attrition behavior of first-term enlisted personnel, and that the relationship is different between Whites and most minorities. On average, Non-Hispanic Asians and Non-Hispanic Whites are more likely to attrite when assigned to a nontechnical job than to a technical one; in contrast, most minorities are far more likely to attrite when serving in a technical job. Further research is recommended to explore these results and to suggest approaches that might assist in lowering attrition rates among minorities, particularly those assigned to technical occupations.

Book excerpt: The objective of this study is to gain a better understanding of first-term enlisted attrition among racial/ethnic groups in the Navy. Previous research on attrition is limited with respect to racial or ethnic variables. The study uses a special data base developed by the Defense Manpower Data Center in Monterey, CA. The data base contains the records of over 500,000 male recruits who enlisted in the Navy during fiscal years 1983 through 1992. These people are tracked over a 48-month period to determine rates of first-term attrition. Cross-tabulation and frequency analysis are used to examine attrition rates by race, racial/ethnic group, and ethnicity (including 20 categories). Attrition rates for these groups are also evaluated according to several variables: Armed Forces Qualification Test category; high quality status (a combination of education and aptitude test scores); reasons for separation; and occupational area. The exploratory results reveal several trends between and within racial and ethnic groups, based on the selected variables. The results also confirm that a number of racial or ethnic groups have comparatively low rates of attrition. Further research is recommended to more fully explain underlying reasons for the relatively lower rates of attrition experienced by certain minorities.

Cross-tabulations are employed to analyze the most prevalent reasons for attrition among women in the Navy across occupations and compared with men. Entry cohorts from fiscal years 1986 through 1990 were used to identify personnel who left the Navy prior to the completion of their obligated service over a 48-month period. The study results indicate that, with the exception of pregnancy and alcohol/drugs, the reasons for early separation are generally the same for men and women across Navy occupations. The study suggests that further research is needed to accurately determine and address the reasons for female attrition from the Navy.

Book excerpt: "This monograph provides an empirical analysis of the enlistment, attrition, and reenlistment effects of bonuses, applying statistical models that control for such other factors as recruiting resources, in the case of enlistment and deployments in the case of reenlistment, and demographics. Enlistment and attrition models are estimated for the Army and our reenlistment model approach is twofold. The Army has greatly increased its use of reenlistment bonuses since FY 2004, and we begin by providing an in-depth history of the many changes in its reenlistment bonus program during this decade. We follow this with two independent analyses of the effect of bonuses on Army reenlistment. As we show, the results from the models are consistent, lending credence to the robustness of the estimates. One approach is extended to the Navy, the Marine Corps, and the Air Force, to obtain estimates of the effect of bonuses on reenlistment for all services. We also estimate an enlistment model for the Navy. The estimated models are used to address questions about the cost-effectiveness of bonuses and their effects in offsetting other factors that might adversely affect recruiting and retention, such as changes in the civilian economy and frequent deployments"--P. iii.

Book excerpt: The U.S. Department of Defense (DoD) faces short-term and long-term challenges in selecting and recruiting an enlisted force to meet personnel requirements associated with diverse and changing missions. The DoD has established standards for aptitudes/abilities, medical conditions, and physical fitness to be used in selecting recruits who are most likely to succeed in their jobs and complete the first term of service (generally 36 months). In 1999, the Committee on the Youth Population and Military Recruitment was established by the National Research Council (NRC) in response to a request from the DoD. One focus of the committee's work was to examine trends in the youth population relative to the needs of the military and the standards used to screen applicants to meet these needs. When the committee began its work in 1999, the Army, the Navy, and the Air Force had recently experienced recruiting shortfalls. By the early 2000s, all the Services were meeting their goals; however, in the first half of calendar year 2005, both the Army and the Marine Corps experienced recruiting difficulties and, in some months, shortfalls. When recruiting goals are not being met, scientific guidance is needed to inform policy decisions regarding the advisability of lowering standards and the impact of any change on training time and cost, job performance, attrition, and the health of the force. Assessing Fitness for Military Enlistment examines the current physical, medical, and mental health standards for military enlistment in light of (1) trends in the physical condition of the youth population; (2) medical advances for treating certain conditions, as well as knowledge of the typical course of chronic conditions as young people reach adulthood; (3) the role of basic training in physical conditioning; (4) the physical demands and working conditions of various jobs in today's military services; and (5) the measures that are used by the Services to characterize an individual's physical condition. The focus is on the enlistment of 18- to 24-year-olds and their first term of service.

Book excerpt: This evaluation of the Army Continuing Education System (ACES) considered the following programs: (a) Tuition Assistance (TA); (b) Functional Academic Skills Training (FAST; (c) Military Occupational Specialty Improvement Training (MOSIT); (d) Noncommissioned Officer (NCO) Leader Skill Enhancement Courses; and (e) the Armed Forces Classification Test (AFCT). The assessment of the effectiveness of these programs is based on their ability to enhance soldier performance and increase the prospects of promotion, as well as to reduce attrition and increase reenlistment. The evaluation data came from a longitudinal administrative database that tracked a three-year accession cohort over a six-year period and an NCO database including self-reported participation in ACES programs, promotion information, and observed performance ratings. The analysis was designed to separate effects of participant characteristics from the effects of the program, and to control for differences in the opportunity and propensity to participate in ACES. Participation in TA and FAST were associated with an increase in the probability of first term reenlistment FAST participation was also associated with lower first-term attrition. Participation in several ACES programs showed positive effects on measures of performance and promotion potential.

Using the quality index, we find that those who complete their first terms, who stay until year of service (YOS) 8 or YOS12, and those who are promoted to higher grades are significantly higher quality. Our conclusions differ from those drawn from traditional measures because our measure includes information that cannot be predicted at entry but is instead revealed on the job.
