Book excerpt: Abstract: A briefing report to the US congressional committees provides an evaluation, conducted by the US General Accounting Office (GAO), of the percentage of AFDC (Aid to Families with Dependent Children) state and national households receiving food stamp benefits, and of reasons why such households in some states may not have higher food stamp participation rates. It was found that ca. 83% of all US AFDC households participated in the Food Stamp Program (FSP) in fiscal 1986, with participation rates ranging from ca. 93% (Michigan) to ca. 59% (Virginia). It also was found that such intra-state differences were due to differences in how states count household income to judge program eligibility. Detailed information on national participation rates and on reasons for nonparticipation are included. Ancillary information on the variance among state participation rates and possible reasons for the low participation rate observed for Virginia is appended. Illustrations and copious data also are included.

This study investigates participation in, and benefits received from, AFDC/TANF and food assistance programs, before and after the legislation, for children in low-income households. Between 1990 and 2004, the share of children receiving food stamps declined, esp. among children in the poorest households. The share of children in households that received benefits from AFDC/TANF or food assistance programs grew from 35% to 52%. However, the net result of these changes is that average total household benefits from all programs declined. The decline was largest among children in the poorest households. Illustrations.

Book excerpt: This paper investigates dynamic patterns in the relationship between eligibility and participation in the AFDC and food stamp programs, using monthly longitudinal data from the Survey of Income and Program Participation. The results indicate that the majority of eligibility spells are relatively short, do not result in program participation, and end with increases in income. Participation is most likely to occur among women with lower current and future earning opportunities, and is also affected by locational and policy parameters. Those who elect to participate in these programs tend to start receiving benefits almost immediately upon becoming eligible. with little evidence of delayed program entry. A substantial number of women exit these programs before their eligibility ends; among at least some of these women it seems likely that there are unreported changes in income occurring. In 1989, if all eligible single-parents families had participated in AFDC and food stamps, benefit payments would have been $13.5 billion higher.

Food assistance recipients and eligible nonparticipants ranked below ineligibles in economic and food consumption characteristics. Regression analysis identified significant factors contributing to variations in food expenditures and family income. Income and family size were among the variables significantly related to food expenditures, while education and family size were among those significantly related to family income.

The share of children receiving benefits from the school meals programs and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) rose, mainly among children in low-income households with income above the Federal poverty line. Overall, the share of children in households that received benefits from AFDC/TANF or food assistance programs grew from 35 percent to 52 percent. However, the net result of these changes is that average total inflation-adjusted household benefits from all programs examined declined. The decline was largest among children in the poorest households.
