Book excerpt: Mellow (2000) asserts that two-year [community] colleges have had “multiple missions” throughout the last century as they have provided the foundation to transfer to four-year college, helped develop the local economy, and provided for learning opportunities to all within the community (p. 3). Community college presidents face economic challenges as they are receiving less state support with increasing expectations of providing new educational programs and vocational trainings (Cohen et al., 2014). Community colleges have had to rely more on tuition and fees (Cohen et al., 2014). Community college presidents encounter challenges in their leadership, especially the ability to adapt to demands of the times and be innovative in their solutions (Schuetz, 2002). This study seeks to investigate what the State University of New York (SUNY) community college presidents have done to keep their colleges viable considering decreasing enrollments and financial difficulties. The purpose of this phenomenological qualitative study was to explore the actions of SUNY community colleges presidents on adaptation of their college’s mission, recruitment, and retention policies, as well as other policies and practices due to changes in external factors. 1. What do New York State community college presidents report is the impact of state, county, or tuition revenue changes on SUNY community college fiscal stability over the last three years? 2. What do New York State community college presidents report is the impact of external factors on recruitment and retention at SUNY community college over the last three years? 3. What changes do New York State community college presidents describe to policies, practices, and demographics in SUNY community colleges due to external factors over the last three years? 4. What academic programs have been developed or been discontinued at SUNY community colleges over the last three years to respond to external factors? 5. Which Bolman and Deal frameworks are most used by community college presidents as they frame the challenges their organization faces and craft adaptive change? The findings suggest that State, county, and tuition revenue has impacted SUNY community college fiscal stability over the last three years. The most critical changes have been in the decrease or lack of increase in state and local funding and the increases to student tuition and fees. Revenue loss has not affected the community college’s purpose or mission per se, but it has affected the ability to carry out that mission. The mission has evolved to focus on access and success for underrepresented groups and to provide varied methods of delivering academic and vocational training programs. College presidents viewed their leadership experience through the human resource and symbolic frames. Furthermore, the study made recommendations for practice, policy, and future research to support non-traditional learners, revisit qualifications for college leaders, make proposed changes to the current funding model, and to explore alternate funding partnerships for vocational and training programs.
