In Investing in the Homeland, Benjamin Graham finds that diasporans—migrants and their descendants—play a critical role in linking foreign firms to social networks in developing countries, allowing firms to flourish even in challenging political environments most foreign investors shun. Graham’s analysis draws on new data from face-to-face interviews with the managers of over 450 foreign firms operating in two developing countries: Georgia and the Philippines. Diaspora-owned and diaspora-managed firms are better connected than other foreign firms and they use social ties to resolve disputes and influence government policy. At the same time, Graham shows that diaspora-affiliated firms are no more socially responsible than their purely foreign peers—at root, they are profit-seeking enterprises, not development NGOs. Graham identifies implications for policymakers seeking to capture the development potential of diaspora investment and for managers of multinational firms who want to harness diasporans as a source of sustained competitive advantage.

FINE, MICHIGAN STATE UNIVERSITY—Michigan’s Upper Peninsula is known for its natural beauty and severe winters, as well as the mines and forests where men labored to feed industrial factories elsewhere in the nineteenth and twentieth centuries. But there were factories in the Upper Peninsula, too, and women who worked in them. Phyllis Michael Wong tells the stories of the Gossard Girls, women who sewed corsets and bras at factories in Ishpeming and Gwinn from the early twentieth century to the 1970s. As the Upper Peninsula’s mines became increasingly exhausted and its stands of timber further depleted, the Gossard Girls’ income sustained both their families and the local economy. During this time the workers showed their political and economic strength, including a successful four-month strike in the 1940s that capped an eight-year struggle to unionize. Drawing on dozens of interviews with the surviving workers and their families, this book highlights the daily challenges and joys of these mostly first- and second-generation immigrant women. It also illuminates the way the Gossard Girls navigated shifting ideas of what single and married women could and should do as workers and citizens. From cutting cloth and distributing materials to getting paid and having fun, Wong gives us a rare ground-level view of piecework in a clothing factory from the women on the sewing room floor.

Book excerpt: Michigan, like most of the states formed from the old Northwest, originated as a state of farmers, fishermen, and lumbermen and remained so until Detroit emerged as a major industrial center at the turn of the twentieth century. The growth of the automotive industry attracted new immigrants and new politics. Republican for most of its history, Michigan became a bipartisan state with political divisions: upper versus lower peninsula, agriculture versus industry, labor versus capital, developers versus ecologists, and conflicts between races. Lansing and its lobbyists and political action committees exemplify modern large-state politics. With double-digit unemployment and an enormous stake in cars, roads, and bridges, Michigan is acutely aware of its ties to the federal government. Two governors, G. Mennen Williams and George Romney, have contended for the presidency, and one representative, Gerald Ford, became president by legislative maneuver. A strong governorship, an independent and experienced bureaucracy, and a full-time legislature have created an activist, policy-directed state government that generally bears little resemblance to the laissez-faire leadership of Michigan's early years. Although this book provides much historical and geographical information, the primary focus remains Michigan's need to cope with its vacillating economy. The authors look at the state's regional, ethnic, racial, and socioeconomic diversity and show how these are affected by the forces of change. William P. Browne is a professor of political science at Central Michigan University. He is author of Private Interests, Public Policy, and American Agriculture. The second decade witnessed an economic crisis (1960–62) and a political upheaval (1966–68). These disruptions marred the economic performance over the period as a whole. Consequently, the long-term growth rate appears to have been only moderate. The Economy of Communist China reviews selected aspects of the economy. After examining the development strategy, it analyzes the quantitative trends and the structural changes. The book goes on to analyze the key factors contributing to the earlier growth and the elements responsible for the later disruption and finally assesses the impact of the Cultural Revolution on the Chinese economy and the prospects of the current Third Five-Year Plan. The text includes a bibliography of selected materials on Chinese economic development.
