Book excerpt: This book focuses on the globalisation of the Cold War in the years 1975-85, highlighting the transformation from bipolar US-Soviet competition to global confrontation. Offering a detailed analysis of this fundamental shift that occurred during this period, as well as the interconnections of this process with the new industrial-technological revolution, this book demonstrates how the United States returned to a position of global economic leadership. In so doing, the book aims to challenge the traditional and misleading paradigm that interprets the gradual development of the Cold War in basic bipolar terms; in fact, most of the factors triggering superpower attitudes and interplay were linked to a complex web of relations with their allies, as well as to the political, economic, social, ideological and military factors structurally intrinsic to the ‘peripheral’ regions where the confrontation actually took place. Many of the essays in this volume focus on the foreign and security policies of the United States, with the aim of reassessing the Carter administration as the foundation for Reagan’s final show-down with the Soviet Union. The contributors, however, go beyond the traditional patterns of foreign policy analysis, giving due attention to transnational phenomena and institutional histories that better explain the gradual transformation in the years that prepared the world for the post-Cold War globalisation era. This book will be of much interest to students of Cold War studies, international history, US foreign policy, European politics and IR in general. Rather than viewing these transformations in isolation, the authors place their analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This new edition, in addition to a revised introduction and a newly added conclusion, consists of four thematic sections, each reflecting a key theme in the educational life of the Central Asian states. These thematic sections, introduction and conclusion collectively update our understanding of the recent developments and challenges in education of the five Central Asian states. They, however, go beyond mere information update, so as to complicate, re-engage, re-form and re-define the margins, taking up ‘margins’ a conceptual, geographic, cultural, and geo-political construct. Oscar Sanchez-Sibony challenges the idea that the Soviet Union represented a parallel socio-economic construct to the liberal world economy. Instead he shows that the USSR, a middle-income country more often than not at the mercy of global economic forces, tracked the same path as other countries in the world, moving from 1930s autarky to the globalizing processes of the postwar period. In examining the constraints and opportunities afforded the Soviets in their engagement of the capitalist world, he questions the very foundations of the Cold War narrative as a contest between superpowers in a bipolar world. Far from an economic force in the world, the Soviets managed only to become dependent providers of energy to the rich world, and second-best partners to the global South.

Book excerpt: The post-communist states of Central and Eastern Europe have gone from being among the world's most closed, autarkic economies to being some of the most export-oriented and globally integrated. While previous accounts have attributed this shift to post-1989 market reform policies, Besnik Pula sees the root causes differently. Reaching deeper into the region's history and comparatively examining its long-run industrial development, he locates critical junctures that forced the hands of Central and Eastern European elites and made them look at options beyond the domestic economy and the socialist bloc. In the 1970s, Central and Eastern European socialist leaders intensified engagements with the capitalist West in order to expand access to markets, technology, and capital. This shift began to challenge the Stalinist developmental model in favor of exports and transnational integration. A new reliance on exports launched the integration of Eastern European industry into value chains that cut across the East-West political divide. After 1989, these chains proved to be critical gateways to foreign direct investment and circuits of global capitalism. This book enriches our understanding of a regional shift that began well before the fall of the wall, while also explaining the distinct international roles that Central and Eastern European states have assumed in the globalized twenty-first century.

Book excerpt: The modern American foundation as an instrumentality for charitable and philanthropic giving is in many ways a unique and complex social/economic/political institution. This is particularly the case for foundations with large assets. As a social phenomenon, the foundation has deep roots in the past. At the beginnings of any degree of civilization charitable giving and rudimentary forms of foundations emerge. This is the case in many regions of the world. The pattern is consistent: once enough property or wealth beyond primitive human needs is accumulated, some of it begins to be set aside for what the donors of such wealth consider worthwhile purposes. The serious literature contributing greatly to public perception of philanthropy and foundations has been relatively sparse. Much of what is available is quantitative and statistical in nature. There has been limited objective attention to the motives or reasons spurring individual philanthropists to engage or not to engage in creating foundations; such motivation needs historical and comparative analysis. Major investigations and studies of foundations, together with ancillary national, regional, and international organizations to facilitate such study, have received spotty consideration. "Philanthropists and Foundation Globalization" addresses three interrelated aspects of foundation history. First, it reviews biographical-historical profiles of the founding philanthropists and their heirs engaged in international giving. Second, it discusses major governmental and non-governmental investigations and studies of foundations including domestic ones, and also foreign ones in which U.S. participants have played a prominent role, spanning the period 1912 to the present. Third, it chronicles foundation developments and activities in Europe at the close of the twentieth century. The volume provides a historical account of some U.S. foundations' international activity in a particular region in a specific time period and their accomplishments. In addition to its other accomplishments, this volume is the first effort to place the Soros, MacArthur, Templeton and Kerkorian foundations in a global context. This is a major contribution to an important new area of public and academic interest.
