This evidence may, perhaps, be less sharply criticised if a frank statement about it is made. I began, as do most stu dents of social and economic questions, with a too exclusive study of books. It was several years before I learned that for one branch of economic and social study, the live questions, like strikes, trade unions, the influence of machinery, etc., very few books existed that had more than slight value. Their treat ment of the subject was too general. Much of the literature is scarcely in print, before it is out of date because of the extraordinary mobility and change of our commercial order. This collection of sixteen essays offers new conceptual and empirical ways to understand their history from the end of World War II to 1989, and to think about how their experiences relate to debates about labor history, both European and global. The authors reconsider the history of state socialism by re-examining the policies and problems of communist regimes and recovering the voices of the workers who built them. The contributors look at work and workers in Albania, Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, Romania, and Yugoslavia. They explore the often contentious relationship between politics and labor policy, dealing with diverse topics including workers’ safety and risks; labor rights and protests; working women’s politics and professions; migrant workers and social welfare; attempts to control workers’ behavior and stem unemployment; and cases of incomplete, compromised, or even abandoned processes of proletarianization. Workers are presented as active agents in resisting and supporting changes in labor policies, in choosing allegiances, and in defining the very nature of work.

Then, laws were passed to control the laborer, now, it is proposed to procure enactments to control the employer. As Professor Thorold Rogers points out, the Act of Elizabeth and the regulations of Quarter Sessions which prescribed twelve hours work a day all the year round only provoked evasion and resistance on the part of employer and employed. The natural tendency to-day is in the direction of shorter hours of labor. Where laws for limiting hours of labor have recently been resorted to, they have achieved very little. This is illustrated by recent Transatlantic experience, and is shown by the introductory remarks on the hours of labor in Vol. XX. Of the tenth Census of the United States of America. On the contrary, organisation has already had considerable effect in diminishing the number of hours worked per day. Each is equally important. If a labor movement does not know the goal of all its efforts it can never succeed. The movement must know the final objective toward the attain ment of which the winning of every election, the calling of every strike, the organization of this or that section of the workers, the promotion of this or that piece of legislation, the building of this or that working-class political party, are all directed. There have been labor movements which did not know where they were going. The British Labor Movement, for example, has never paid much attention to the question of what it was really out to attain. For a long time such an indifference to the ultimate goal may not seem to matter very much. The work of the movement may go on with great apparent efficiency. Trade-unions may be well organized; strikes strongly fought; considerable elec tion triumphs registered. But in the long run, experience conclusively shows, a labor movement which does not know where it is going is bound to fail. In the end such a move ment is bound to lose direction, to take what appears to be the easy path, to fail to see the necessity of carrying through certain measures even in face of the strongest opposition and the greatest difficulties. Book excerpt: Excerpt from Socialism as an Incubus on the American Labor Movement In 1900, at Louisville, Max Hayes was early on hand with Resolution No. 4, an amendment to the American Federation of Labor Constitution, calling for a class-conscious political labor party, thus combining the industrial and political power of the working class with a view of abolishing the wage system. This he withdrew. Four other Socialist resolutions were introduced, Nos. 100, 114, 215, and 219, one of them by Delegate Hayes. They took up time on the sixth and seventh days of the convention. The Committee on Resolutions reported on them adversely: It is not within the constitutional or any other power of the Amer ican Federation of Labor to legislate, resolve or specify to which political party members of our unions shall belong or for what party they shall vote. - on a vote of to 685 the committee's substitute was adopted. Mr. Gompers was re - elected unanimously. In 1901, at Scranton, Max Hayes, with one vote, proposed an amendment to the Constitution by which the American Federa tion of Labor President, Secretary and Treasurer should be elected by the referendum. Defeated. A resolution supported by Delegate Barnes and other Socialists instructing all affiliated bodies to hold absolutely aloof from all connection with the militia, was laid on the table. In 1881, the first working class rising took place in Lyons; between 1838 and 1842, the first national work ing class movement, that of the English Chartists, reached its height. The class struggle between prole tariat and bourgeoisie came to the front in the history of the most advanced countries in Europe, in proportion to the development, upon the one hand, of modern industry, upon the other, of the newly acquired political suprem acy of the bourgeoisie. Facts more and more strenuously gave the lie to the teachings of bourgeois economy as to the identity of the interests of capital and labor, as to the universal harmony and universal prosperity that would be the consequence of unbridled competition. All these things could no longer be ignored, any more than the French and English Socialism, which was their theoretical, though very imperfect, expression. But the old idealist conception of history, which was not yet dis lodged, knew nothing Of class struggles based upon eco nomic interests, knew nothing of economic interests; pro duction and all economic relations appeared in it only as incidental, subordinate elements in the history of civiliza tion.
