Many waterbirds in Kesterson National Wildlife Refuge were dying or suffering reproductive failure. Located in the San Joaquin Valley (Valley) of California, the Kesterson Reservoir (Kesterson) was used to store agricultural drainage water and it was soon determined that the probable cause of the damage to wildlife was high concen trations of selenium, derived from the water and water organisms in the reservoir. This discovery drastically changed numerous aspects of water management in California, and especially affected irrigated agriculture. In fact, the repercussions spilled over to much of the Western United States. For a century, water development for irrigation has been a religiously pursued means for economic development of the West. The primary objective of the Reclamation Act of 1902 was, purportedly, the development ofirrigation water to support family farms which, in turn, would enhance the regional economy (Worster, 1985).

The importance of the subject can be judged in light of the fact that India is the largest user of groundwater both for irrigation and for drinking purposes, pumping twice as much as the United States and six times as much as Europe. Despite water’s vital role in ensuring economic security for the nation and farmers alike by supporting more than 70% of food production, water resource economists are yet to impress upon farmers and policymakers the true value of water and the urgent need for its sustainable extraction, recharge and use. In an endeavor to promote more awareness, the book further delineates the roles of the demand side and supply side in the economics of irrigation, and explains how the cost of water varies with the efforts to recharge it, crop patterns, degrees of initial and premature well failure and degrees of externalities. It also discusses the importance of micro-irrigation in the economics of saving water for irrigation, estimating the marginal productivity of water and how it improves with drip irrigation, the economics of water sharing and water markets, optimal control theory in sustainable extraction of water, payment of ecosystem services for water and how India can effectively recover. In closing, the book highlights the role of socioeconomic and hydrogeological factors in the economics of irrigation, which vary considerably across hard rock areas and the resulting limitations on generalizing.

In this study, salinization is regarded as the outcome of an institutional arrangement which impedes the effective implementation of well-known and well-established control measures be they technical, managerial or economic. In public irrigation systems neither the management units nor the farmers are offered any incentives towards the control of high groundwater levels and salinization if the management units are embedded in a highly centralized non-market institutional setting. The author answers the question under which conditions management units and irrigators are active in halting and reversing the process of salinization.

Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. This book is the first to link the macroeconomics of policies affecting trade to the microeconomics of water demand for irrigation and, in the case of Morocco, to link these forces to the creation of a water user-rights market. This type of market reform, the contributors argue, will result in growing economic benefits to both rural and urban households.
