Media describe independents as pivotal for electoral outcomes. Political scientists conclude that independents are merely 'undercover partisans': people who secretly hold partisan beliefs and are thus politically inconsequential. Both the pundits and the political scientists are wrong, argue the authors. They show that many Americans are becoming embarrassed of their political party. They deny to pollsters, party activists, friends, and even themselves, their true partisanship, instead choosing to go 'undercover' as independents. Independent Politics demonstrates that people intentionally mask their partisan preferences in social situations. Most importantly, breaking with decades of previous research, it argues that independents are highly politically consequential. Book excerpt: Campaign organizers and the media appear to agree that voters' perceptions of party leaders have an important impact in elections: considerable effort is made to ensure that leaders look good, speak well, and that they are up in the polls. In contrast, the academic literature is much more divided. Some suggest that leaders play an important role in the vote calculus, while others argue that in comparison to other factors, perceptions of leaders have only a minimal impact. This study incorporates data from thirty-five election studies across seven countries with varying institutional environments, and takes both a broad and in-depth look at the role of leaders. A few noteworthy conclusions emerge. First, voters evaluate leaders' traits in terms of two main dimensions, character and competence. Second, voters perceive leaders within the framework of a partisan stereotype in which the party label of the leader imbues meaning; more specifically, leaders of Conservative parties are seen to be more competent while Left leaders are seen to have more character. Third, and most importantly, leaders matter: they affect voters' decisions and have a discernible effect on the distribution of votes in an election. Fourth, there are consistent differences in the perception of party leaders according to voters' level of political sophistication. While all voters evaluate party leaders and consider leaders in their vote calculus, the more sophisticated do so the most. This book argues that personality plays an important role in elections, and that in a healthy democracy, so it should. Ruth Dassonneville's core argument, supported by extensive empirical data, is that group-based cross-pressures lead to instability in voters' choices. She theorizes that when citizens' socio-demographic characteristics and their membership of social groups do not consistently push them to support one party, but instead lead them to feel cross-pressured between parties, their voting decision process lacks constraint. Voters who are group-based cross-pressured are less likely to feel an attachment to a party, and have less guidance when assessing the state of the economy, when taking positions on issues, or evaluating leaders. The different factors that influence voters' choices, as a result, do not add up to strengthening a preference for one specific party but instead lead a voter to consider different parties. To test this argument, the book makes use of election survey data from eight established democracies that allow the study of voting behaviour and its correlates over several decades. These data are complemented with data from the European Election Studies project and from election study panels. The book shows that group-based cross-pressures are an important source of instability as they affect the extent to which citizens' voting decision process is structured. This is evident from the fact that cross-pressured voters are more ambivalent between parties, make their voting decision later, and are more likely to switch parties from one election to the next. What we do not know is whether parties are actually able to take these positions or whether they are constrained to do so. This book attempts to narrow this gap. The major argument is that parties do not choose policy positions from scratch and that they cannot freely change their policy platforms. Rather, voters’ lacking perception of changing party platforms and intra-party factors constrain parties when shifting their policy positions. An empirical analysis of party policy shifts in ten Western European democracies shows that these constraints differ across parties and thus affect the parties’ position-taking differently. Considering this variation is important to derive more precise predictions for parties’ policy platforms and for our understanding of party behaviour in general.
