The contributors go beyond the previously articulated 'bringing the state back in' model to offer their own 'state-in-society' approach. They argue that states, which should be disaggregated for meaningful comparative study, are best analysed as parts of societies. States may help mould, but are also continually moulded by, the societies within which they are embedded. States' capacities, further, will vary depending on their ties to other social forces. And other social forces will be capable of being mobilised into political contention only under certain conditions. Political contention pitting states against other social forces may sometimes be mutually enfeebling, but at other times, mutually empowering.

Although major political and military milestones seem to have been investigated thoroughly, there is a notable absence of more theoretical and interpretative approaches that overarch the entire phenomenon rather than merely individual aspects. Scholars have hitherto addressed the topic from various perspectives and employing a wide range of methods, but Byzantine studies, Ottoman studies, Eastern Mediterranean studies and national historiographies in the Balkan countries have yet to establish either a coherent collaboration or a consistent model of interpretation. This volume therefore rather aims at opening and structuring a new heuristic approach and at coordinating a field of studies that is of crucial importance for understanding change in European history.

Book excerpt: In this fascinating book, Michael Herzfeld argues that 'modern' bureaucratically regulated societies are no more 'rational' or less 'symbolic' than the societies traditionally studied by anthropologists. Drawing primarily on the example of modern Greece and utilizing other European materials, he suggests that we cannot understand national bureaucracies divorced from local-level ideas about chance, personal character, social relationships and responsibility. He points out that both formal regulations and day-to-day bureaucratic practices rely heavily on the symbols and language of the moral boundaries between insiders and outsiders; a ready means of expressing prejudice and of justifying neglect. It therefore happens that societies with proud traditions of generous hospitality may paradoxically produce at the official level some of the most calculated indifference one can find anywhere.
