Book excerpt: Cette thèse porte sur la formation des anticipations de politique économique dans la structure par terme des taux d’intérêt. Le premier chapitre est consacré à l’étude de la détermination de la structure par terme des taux d’intérêt dans un cadre macroéconomique. Le deuxième chapitre étudie les effets de la communication des Banques centrales sur les taux d’intérêt. Nous exposons les arguments expliquant pourquoi elles refusent d’annoncer explicitement aux agents privés le niveau futur du taux de refinancement. Nous distinguons ensuite l’effet des décisions de celui des annonces de politique monétaire future sur la structure par terme en Zone Euro et aux Etats-Unis. Dans le troisième chapitre, nous présentons des estimations des effets de la politique budgétaire sur les taux. Selon nous, les politiques budgétaires n’auraient pas eu d’impact direct sur la fixation des taux courts par les autorités monétaires, et n’auraient pas non plus dans l’ensemble provoqué de hausse des taux réels de long terme sur la période considérée. Le quatrième chapitre revient sur les explications du bas niveau du taux long américain depuis 2004. Nous évaluons le Conundrum, et nous montrons que la forte hausse de la part de titres longs détenus par l’étranger dans la dette Fédérale permet d’expliquer une partie du Conundrum. Le cinquième chapitre traite des relations entre le taux de change d’équilibre, le taux long et la politique économique dans une petite économie ouverte. Nous développons une maquette dans laquelle les politiques économiques sont cohérentes intertemporellement. Nous montrons que le taux de change réel et le taux long d’équilibre sont contingents aux préférences des autorités.

Growing interconnectedness of global economies facilitates the spread of the effects of the financial crises. Financial crises cause severe difficulties for persons to fulfill their contractual obligations. During the financial crises, performance of contractual obligations may become excessively onerous or may cause an excessive loss for one of the contracting parties and consequently destroy the contractual equilibrium and legitimate the governmental interventions. Uncomfortable economic climate leads to one of the most controversial dilemmas of the contract law: whether the binding force of the contract is absolute or not. In other words, unstable economic circumstances impose the need to devote special attention to review and perhaps to narrow the binding nature of a contract. Principle of good faith and fair dealing motivate a variety of theoretical bases in order to overcome the legal consequences of financial crises. In this book, all these theoretical bases are analyzed with special focus on the available remedies, namely renegotiation, rescission or revision and the circumstances which enables the revocation of these remedies. Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.

Book excerpt: Following the stock market crash of 1929 and the ensuing Great Depression, Fisher developed a theory of economic crises called "debt-deflation," which rejected general equilibrium theory and attributed crises to the bursting of a credit bubble. According to the debt deflation theory, a sequence of effects of the debt bubble bursting occurs: 1. Debt liquidation and distress selling. 2. Contraction of the money supply as bank loans are paid off. 3. A fall in the level of asset prices. 4. A still greater fall in the net worth of businesses, precipitating bankruptcies. 5. A fall in profits. 6. A reduction in output, in trade and in employment. 7. Pessimism and loss of confidence. 8. Hoarding of money. 9. A fall in nominal interest rates and a rise in deflation adjusted interest rates. This theory was ignored in favor of Keynesian economics, partly due to the damage to Fisher's reputation from his overly optimistic attitude prior to the crash, but has experienced a revival of mainstream interest since the 1980s, particularly since the Late-2000s recession, and is now a main theory with which he is popularly associated.
