The close links between the two conferences were revealed not in name alone but. more importantly. in the choice of subjects discussed. As in Antwerp. the lectures and contributions to the Budapest Conference could be grouped under the following five main headings: nuclear spectroscopy; the optical model; the statistical model and intermediate structures; the mechanism of neutron capture and non-statistical effects; and, finally. miscellaneous special topics. The invited papers on the one hand summarizing recent developments and current thinking in one of the above main topics. and the other surveying the most important results of the contributed papers submitted to the Conference. were presented on the plenary sessions. Most of the contributed papers were read in full on three parallel sessions. This volume contains the complete text of all the lectures delivered in the plenary sessions and abstracts of the contributed papers. The invited talks were presented at the Conference in a rather random order because of technical reasons, it seemed. however, more sensible to change their order according to their subjects and to print them grouped under the above main headings. Further more we divided the Proceedings into two main parts, the first containing only the lectures of summarizing character. the second including the abstracts of the contributions together with the surveying talks.

We correct a few mistaken assumptions relating to these foundations, such as the blunder of electromagnetic gauges. We avoid paradoxical postulates, fantasy forces, fantasy particles, or curve-fitting parametrization. It turns out that an electron's and a proton's internal structures can be described through analogous approach, the main difference being the topology of their Zitterbewegung. Our methodology enables the calculation of proton size, magnetic moment, and Larmor precession - we use only the proton mass as input parameter and avoid the introduction of any additional parameters or postulates. The match between the calculated and experimentally measured proton parameters is remarkable, and cannot be coincidence. To understand the precise meaning of the proton-neutron difference, we survey relevant experiments. We also develop novel measurement methods; our experiments fill in a few missing gaps in the observation of nuclear phenomena. Numerous experiments converge to the same result, which allows us to precisely describe also the neutron's internal structure, and leads to the discovery of a 1.554 MeV lepton. At the end of this short journey, the reader is rewarded by understanding what comprises the matter we touch. As nuclear energy represents the highest known energy density, the rational development of nuclear technologies is critical for future progress. The correct knowledge of nuclear structures and interactions eventually becomes indispensable for nuclear energy technology development.

A central goal of modern nuclear physics is to understand the structure of the proton and neutron directly from the dynamics of their quarks and gluons governed by the theory of their interactions, quantum chromodynamics (QCD), and how nuclear interactions between protons and neutrons emerge from these dynamics. With deeper understanding of the quark-gluon structure of matter, scientists are poised to reach a deeper picture of these building blocks, and atomic nuclei themselves, as collective many-body systems with new emergent behavior. The development of a U.S. domestic electron-ion collider (EIC) facility has the potential to answer questions that are central to completing an understanding of atoms and integral to the agenda of nuclear physics today. This study assesses the merits and significance of the science that could be addressed by an EIC, and its importance to nuclear physics in particular and to the physical sciences in general. It evaluates the significance of the science that would be enabled by the construction of an EIC, its benefits to U.S. leadership in nuclear physics, and the benefits to other fields of science of a U.S.-based EIC.

Quark models generally predict that about 60% of the proton's spin should be carried by the spin of the quarks inside, whereas high energy scattering experiments have shown that the quark spin contribution is small - only about 30%. This result has been the underlying motivation for about 1000 theoretical papers and a global program of dedicated spin experiments at BNL, CERN, DESY and Jefferson Laboratory to map the individual quark and gluon angular momentum contributions to the proton's spin, which are now yielding exciting results. This book gives an overview of the present status of the field: what is new in the data and what can be expected in the next few years. The emphasis is on the main physical ideas and the interpretation of spin data. Book excerpt: A survey of the recent work on the structares of the proton and the neutron carried out by high-energy electron-scattering methods is presented. Early work established finite size effects in the proton and led to information about the charge and magnetic density distributions in the proton. The rms size was established to be close to (0.77 plus or minus 0.10) x 10−13 cm, and the density distributions of charge and anomalous magnetic moment were shown to be approximately of the same shape. The form factors could be described in terms of several alternative models given, for example, by an exponential, gaussian, hollow exponential, hollow gaussian, etc., distribution of densities. Many other shapes were excluded by the experimental data. Recent work by Bumiller and Hofstadter now fixes one among these models that is appropriate to the proton and provides an extremely good fit at all angles between energies of 200 and 650 Mev. The new evidence clearly favors the exponential model with rms radius (0.80 plus or minus 0.04) 10−13 cm. Recent studies of the proton have attempted to answer the question: how closely similar are the charge and magnetic form factors? This work now shows that the distributions have the same sizes and shapes to within 10 per cent, and each distribution is given very closely by the exponential model described above with radius (0.80 plus or minus 0.04) x 10−13. Certain other similar models will be discussed. Early work on the inelastic continuum in the deuteron established that the neutron's magnetic stracture was extended and not a point. It was further shown that the neutron's size was approximately the same as that of the proton. This work has recently been extended by Yearian and Hofstadter to a determination of the variation of the neutron's magnetic form factor over the range where the proton's form factor is known. The new results show: (1) the neutron is not a point, (2) the neutron's magnetic structure has a size lying between the limits 0.61 x 10−13 cm and 0.80 x 10−13 cm. The first value (0.61 x 10−13 cm) is determined by examing the total deuteron electro-disintegration cross section at a given angle and incident energy and comparing this cross section with that of the free proton under the same conditions. The second value (0.80 x 10−13 cm) is found by examining the peak of the deuteron electro-disintegration cross section. Because of possible contributions to the total cross section by mesonic exchange effects, the second method is believed to be slightly more accurate. The neutron size is, therefore, approximately (0.70 plus or minus 0.10) x 10−13 cm and probably the larger size 0.90 x 10−13 cm is correct. Thus the magnetic clouds of the neutron and proton are closely the same. The bearing of these results on the validity of electrodynamics is discussed. Because of the small radius implied by the neutron-electron experiments, there is an anomaly between the neutron and the proton. This is represented by the small charge radius for the neutron and the much larger radius of the proton. Additional information of the structure of the deuteron and on the production of pions by electrons is also furnished by the same experiments and will be discussed at the meeting. (auth).
