This report describes an industry becoming increasingly concentrated among fewer and larger farms, and becoming more economically efficient. These changes have not come without problems. The increasing market control and power concentrated among packers and large hog operations, and the manure management problem posed by an increasing concentration of hog manure on fewer operations, are paramount concerns. Addressing these concerns through regulations would likely impose economic costs that could be passed on to consumers. In addition, the relative mobility of the hog industry means that regulations could result in significant changes in the location of hog production facilities, with ripple effects in local economies. Balancing environmental and economic interests will challenge policymakers dealing with the implications of structural change in U.S. hog production.

The number of farms with hogs has declined by over 70 percent, as hog enterprises have grown larger. Large operations that specialize in a single phase of production have replaced farrow-to-finish operations that performed all phases of production. The use of production contracts has increased. Operations producing under contract are larger than independent operations and are more likely to specialize in a single phase of production. These structural changes have coincided with substantial gains in efficiency for hog farms and lower production costs. Most of these productivity gains are attributable to increases in the scale of production and technological innovation. Productivity gains likely contributed to a 30-percent reduction in the price of hogs at the farm gate.

Book excerpt: U.S. hog farms declined in number by more than 70 percent over the past two decades while hog inventories remained stable. The result has been an industry with larger hog enterprises, increased specialization in a single phase of production, greater reliance on purchased feed rather than feed grown on the farm, and an increased reliance on formal contracts-connecting farmers, hog owners, and packers-to coordinate production. This structural change contributed to substantial productivity gains for hog farms, likely benefiting U.S. consumers in terms of lower pork prices and enhancing the competitive position of U.S. producers in international markets - though larger hog farms may increase environmental risks by concentrating production in areas with limited land available for manure application. With most hogs now grown on very large operations and with productivity-enhancing technologies widespread, the slowdown in hog farm productivity growth after 2004 suggests that the era of dramatic productivity gains will likely remain unmatched, absent significant technological innovation.

Book excerpt: Neither structural econometric models based on the yearly or quarterly data nor monthly econometric models with limited variables appropriately capture the dynamics of short-run livestock production, and hence market price determination process. This study presents a new monthly data series which make it possible to develop monthly analysis reflecting the short-run production process and hence the supply and price determination process. Monthly supply side structural equations describing explicit biological production process of slaughter hogs from breeding to slaughter allow the study to show that the supply of slaughter hogs in month t was predetermined by hog producers in month (t-11). Consequently, the number of hogs slaughtered in month t is not affected by changes in hog prices or input costs during the 11 month period. This indicates that the number of hogs slaughtered in month t, and hence the supply of pork placed in the market in month t, is perfectly inelastic with respect to changes in prices and price expectations that occur between month (t-11) and month t. This, in turn, implies that the supply elasticity for slaughter hogs for periods less than one year is zero. The biological production process built into the supply side structural equations also make it possible to generate 10 month-ahead forecast values for slaughter hogs numbers. These supply projections in conjunction with price dependent demand side structural equations enable us to project monthly changes in the farm to wholesale price spread for pork and gain information about expected changes in live hog prices and wholesale pork prices for periods up to 10 months into the future.
