Book excerpt: This report is a structural assessment of the containment structure of the San Onofre Nuclear Generation Station Unit 1, performed for the Nuclear Regulatory Commission as part of the Systematic Evaluation Program (SEP). The San Onofre assessment focused on the overall structural integrity of the containment structure under a safe shutdown earthquake an a postulated design basis accident. The safe shutdown earthquake was represented by the Housner Spectra, scaled to 0.67 g peak ground acceleration. The postulated design basis accident was either a loss of coolant accident or a main steam line break. Several combined stresses were evaluated for their adherence to the 1980 edition of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code allowables. All the calculated stress intensities were found to be acceptable according to this code except the general primary membrane stress due to combined dead and pressure loads under level A service limits. Because the containment structure was previously tested under combined dead and pressure loads for a higher peak pressure than the one used here, this study concluded that it was acceptable.

Book excerpt: ABSTRACT Demonstrating the structural integrity of U.S. nuclear power plant (NPP) containment structures, for beyond design-basis internal pressure loadings, is necessary to satisfy Nuclear Regulatory Commission (NRC) requirements and performance goals. This paper discusses methods for demonstrating the structural adequacy of the containment for beyond design-basis pressure loadings. Three distinct evaluations are addressed: (1) estimating the ultimate pressure capacity of the containment structure (10 CFR 50 and US NRC Standard Review Plan, Section 3.8) ; (2) demonstrating the structural adequacy of the containment subjected to pressure loadings associated with combustible gas generation (10 CFR 52 and 10 CFR 50); and (3) demonstrating the containment structural integrity for severe accidents (10 CFR 52 as well as SECY 90-016, SECY 93-087, and related NRC staff requirements memoranda (SRMs)). The paper describes the technical basis for specific aspects of the methods presented. It also presents examples of past issues identified in licensing activities related to these evaluations.

In 1996 the then FIP Commission 7 Concrete pressure vessels and containments discussed the necessity to up-date this document. After the merger of FIP with CEB (Comité Euro-International du Béton) into fib (fédération internationale du béton - international federation for structural concrete) had taken place in 1998, these activities were continued by a new fib Task-Group 1.3 Containment structures of fib Commission 1 Structures. The decision to update the 1978 report was kept with the intention to give a broad and well illustrated review of existing NPP containments as the most characteristic and complex building of nuclear power plants. Following the description of containments for different reactor systems the state-of-art report includes considerations on safety as the basic purpose of the containment, which underlies all design and construction aspects and necessitates a strict monitoring and inspection program during the whole life of the structure. Regulatory requirements and their evolution as well as recent developments, conceptual and technological, are presented. The report is complemented by two annexes on CD ROM giving some general information (on 160 NPPs built since 19972) and some more detailed data on six typical recent NPP containments. This work has been achieved during the years 1999 and 2000 thanks to the participation of members of fib Commission 1 and particularly of its Task Group 1.3, involving also further invited experts in the nuclear field from many countries all over the world.
