Book excerpt: The papers in this book were 'in a preliminary version' presented at an international con ference May 21-25, 2002 in Gilleleje, Denmark. It was a joint event, namely the biennial meeting of the Scandinavian Society of Forest Economics and the 3rd Berkeley-KVL Con ference. The Scandinavian Society of Forest Economics (SSFE) was established in 1958 as a forum for forest economists in the Nordic countries to meet and exchange ideas on research and education. Alternating between Denmark, Finland, Norway and Sweden, biennial ordinary meetings have taken place ever since. The number of participants has increased from 10-15 in the first decade to more than 80 in 2002. In the last two decades prominent researchers from outside Scandinavia have been invited to present papers at the biennial meetings and also to participate in ad hoc working groups. The Berkeley-KVL part of the conference is based on a research collaboration between The Royal Veterinary and Agricultural University (KVL), Copenhagen, University of Cali fornia at Berkeley, and Oregon State University. It was initiated in 1993 within the frame work of a research programme at KVL: 'Stochastic Decision Analysis in Forest Manage ment' and since 1996 extended to the programme 'Economic Optimisation of Multiple-Use Forestry and Other Natural Resources'.

We address the question how do the distributive politics and electoral clientelism interact, how these forms of interactions differ across various context, and what implications they bring for the functioning of political systems. The special issue provides theoretical, methodological and empirical contributions to the burgeoning literature about the multi-faceted feature of electoral clientelism. It unfolds the complex relationship between distributive politics and clientelism, and conceptualizes electoral clientelism as a dynamic process that occurs through different sequences. It enriches the methodological tools aimed at investigating electoral clientelism. [...] In both the forest and non-forest environment, when we measure the total carbon content we are measuring what is referred to as the "carbon stock." The carbon stored in forests is sequestered from the atmosphere through photosynthesis (the conversion of atmospheric CO2 into plant material using energy from the sun, releasing oxygen in the process) (Figure 1). [...] In some cases, acts of fire suppression and protection against insects lead to reductions in the affected areas and help maintain the level of carbon stored; however, uncertainty surrounds our ability to reduce the impacts of fire and insects on carbon over the long term or over large landscapes (see Section 2.2.1 below). [...] The Canadian Forest Service recently pointed out the important roles of forests and sustainable forest management in the global climate system: "forests play two important roles in the global climate system: first, they remove carbon from the atmosphere and store it in trees, litter and soil carbon, and second, they provide timber, fibre and energy to meet human demands. [...] In the February 2008 Speech from the Throne, the Premier outlined the following new or existing measures to reduce the province's carbon footprint: the zero net deforestation goal, the Trees for Tomorrow program, the restocking of all forest land, the Forests for Tomorrow program,2 the Bioenergy Strategy, the Pacific Carbon Trust, and new investments in carbon offset projects that benefit First Na.

Standard economic and political methods of analysis are used to study the history of this trade, including such recent developments as the Free Trade Agreement. Several of the chapters focus on two recent trade disputes involving Canadian exports of shakes and shingles and of softwood lumber to the United States. These disputes are instructive for understanding not only the politics of trade but also important economic issues such as the measurement and impact of timber subsidies. In addition, the authors consider the factors affecting foreign market share, and the burden of tariffs and export taxes.

While municipalities, policy makers, and industry leaders acknowledge common challenges such as an overdependence on US markets, rising energy costs, and lack of diversification, no common set of solutions has been developed and implemented. Ongoing and at times contentious public debate has revealed an appetite and need for a fundamental rethinking of the relationships that link our communities, governments, industrial partners, and forests towards a more sustainable future. The creation of community forests is one path that promises to build resilience in forest communities and ecosystems. This model provides local control over common forest lands in order to activate resource development opportunities, benefits, and social responsibilities. Implementing community forestry in practice has proven to be a complex task, however: there are no road maps or well-developed and widely-tested models for community forestry in Canada. But in settings where community forests have taken hold, there is a rich and growing body of experience to draw on. The contributors to Growing Community Forests include leading researchers, practitioners, Indigenous representatives, government representatives, local advocates, and students who are actively engaged in sharing experiences, resources, and tools of significance to forest resource communities, policy makers, and industry.
