Book excerpt: In considering the contribution that Rural Local Institutions (RLIs) can make to Sustainable Livelihoods (SLs), authors bring together two important concerns that emerged among development practitioners in the 1980s and 1990s, respectively. RLIs are important for addressing and mitigating factors of insecurity and instability, dealing in particular with various aspects of vulnerability. RLIs can also support participation (voice), conflict mitigation (peace), and external linkage (market expansion). Generally they produce a variety of public goods at local levels even if focused on narrower objectives. Households and communities are multiply linked, or potentially linked, having many economic, social, information and other connections with distant kin, enterprises and diverse institutions within the country and often internationally. This paper focused on institutions that in fact have some organizational structure, seeking to make them more amenable to introduction and improvement. These are institutions that can have leadership and purposeful direction. Those of which this cannot be said are certainly of similar importance; however, they function very differently.

As this book is being published, the idea that unregulated market capitalism leads to the best of all possible worlds has been thoroughly discredited. A series of economic and social problems have come to the forefront of national discussion and policy debates. There is now widespread acceptance that human activity, particularly the consu- tion of nonrenewable energy resources, has contributed to global warming. The lack of oversight of the financial industry encouraged reckless practices that endangered the stability of the entire financial system, prompting bailout efforts based on the fragile interdependence of the financial and economic systems. The shortcomings of our health care system are increasingly evident, including the growing number of uninsured citizens, the difficulties for businesses in offering health insurance, and the effects of health and health care on the ability of individuals and families to maintain a decent standard of living. Perhaps the best illustration of a complex system that cries out for coordinated policy-making is in the critical area of energy, where public and private decisions on energy policy not only have direct effects on consumer costs, but also have effects on global warming, local ecosystems, int- national relations, the health of our citizens, and the sustainability of companies and communities. In short, there is growing recognition of the interdependence of the economic system with the environment and the broader institutions of society.

Book excerpt: This note outlines two methods developed by the Mobilizing Rural Institutions study to assess and compare the governance capacities of local institutions and their network relationships in any local context. Local institutions and their institutional networks play a fundamental role in shaping governance and livelihoods outcomes in rural areas, particularly for more marginal and disadvantaged populations. A review of local institutions in nearly 50 cases in 5 countries found that network relationships and linkages among local and external institutions were a key element in promoting governance and livelihoods, as well as more equitable allocation of benefits. Yet despite the consensus that local institutions and their links with other institutions are important in development and conservation efforts, we lack tools to assess and compare networks of local institutions, the strength of their links, and how these contribute to livelihoods outcomes. This note identifies two such tools to help identify leverage points through which new policies can be introduced to maximal effect, and to select appropriate local institutional partners for policy and projects. The first section summarizes two key findings from the report on institutional linkages, governance and livelihoods outcomes. The second section describes the Institutional Network Analysis tool. The third looks at the IAPA (Inclusion, Accountability, Participation and Adaptability) governance index. The final section draws conclusions and identifies recommendations for how the two indexes can be a useful tool for policy and implementation projects that view local institutions as an important partner in development efforts.

Book excerpt: From the 1980s onward, billions of dollars were poured into irrigation improvement programs in Egypt. These aimed at improving local Nile water management through the introduction of more water-efficient technology and by placing management of the improved systems in the hands of local water user associations. The central premise of most of these programs was that the functioning of such associations could rely on the revival of traditional forms of social capital-social networks, norms, and trust-for their success. Social Capital and Local Water Management in Egypt shows how the far-reaching social changes wrought at the village level in Egypt through the twentieth century rendered such a premise implausible at best and invalid at worst. Dalia Gouda examines networks of social relationships and their impact on the exercise of social control and the formation of collective action at the local level and their change over time in four villages in the Delta and Fayoum governorates. Outlining three time frames, pre-1952, 1952-73, and 1973 to the present, and moving between multiple actors-farmers, government officials, and donor agencies-Gouda shows how institutional and technological changes during each period and the social changes that coincided with them yielded mixed successes for the water user associations in respect of water management. Social Capital and Local Water Management in Egypt is essential reading for anyone working in the field of community based natural resource management in Egypt, including policymakers and practitioners, donor agencies, and civil society organizations, as well as anthropologists and sociologists.

The authors define wealth as all assets net of liabilities that can contribute to well-being, and they provide examples of many forms of capital – physical, financial, human, natural, social, and others. They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Based on these case studies, a typology of rural wealth creation strategies is proposed and an approach to mapping the potential of such strategies in different contexts is demonstrated.
