Nepal in the last few decades has epitomized the'perfect storm' in which a number of different factors--disasters, conflict, political uncertainty, and challenges to economic growth--coincide with deleterious effects on people's well-being anddevelopment progress. While social protection (SP) is playing an increasing role in tackling chronic and seasonal poverty and wider vulnerability and exclusion, recent disasters in Nepal, particularly in 2015, highlight how making SP more flexible and adaptive could allow a more effective and efficient development and humanitarian response. The World Bank in Nepal contracted the Centre for International Development and Training at the University of Wolverhampton, United Kingdom, and the Nepal Institute for Social and Environmental Research, to carry out the technical assistance (TA) project 'Review of policies, systems and programs in social protection and shock response for adaptive social protection in Nepal'. The overall objective of the work is to make recommendations on possible policy, programmatic, and institutional measures for more adaptive social protection (ASP). The analysis was delivered using a mixed-methods approach. An analysis of existing data (including the Household Risk and Vulnerability Survey [HRVS] data) was used to understand the scope and coverage of existing programs and their links to disasters and shocks. A desk review of literature explored legislation and policies, program documentation and official implementation guidelines, and evaluations and research. Interviews took place with key informants at the national, district, and local government levels as did focus group discussions (FGDs) and individual interviews, especially with recipients of SP programs, at the ward or village level in the districts of Bardiya, Humla, Saptari, and Sindhupalchok.

Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

Book excerpt: This report summarizes the knowledge shared and issues raised during a conference convened by the World Bank on the above topic held on November 3-5, 2014 in Manila, Philippines. Building on earlier conferences on this topic, the conference aimed to raise awareness about, and share good practice on, building a social protection system that integrates disaster risk management and climate change adaptation. It brought together 17 country delegations from Asia and Pacific region comprised of officials from the ministries managing social protection, disaster risk management, and financing and insurance.2 As such, it was both cross-global practice and cross-regional in focus. The conference offered a range of learning opportunities, including presentations from technical experts from the World Bank, country case studies from Asia, Africa and Latin America, roundtable discussions, and group work sessions. The conference was conducted in collaboration with the Government of the Philippines and was financed by the Rapid Social Response Fund and the Global Facility for Disaster Reduction and Recovery.

Book excerpt: The Information Systems used by Social Protection (SP) programs are an invaluable resource for monitoring, managing, and delivering SP benefits and services to poor and vulnerable populations. These are often the public information systems that contain more detailed information on persons that interact with public agencies. At the same time, pervasive disaster risk in Latin America and the Caribbean (LAC) warrant improved use of data and information to build the resilience of those most vulnerable, and for making quick decisions in post-disaster contexts, often in data-constrained environments. Given this, there is increased recognition of the utility of SP Information Systems (SPISs) to help address Disaster Risk Management (DRM) objectives. Some countries in LAC have been pioneers in piloting, using and integrating SPISs to improve delivery and coordination for regular SP benefits and services. On the other hand, there remains several countries in the region, who are still using rudimentary systems for data and information management of their SP programs and services. There is also little evidence from the region of effective data sharing and interoperability across SP and DRM information systems, compounded by weak data policies and standards in some countries. Given this, there remains significant untapped potential for more effective use of SPISs to address disaster and climate-related risks in the region. This guidance note summarizes how LAC countries can better use their SPISs to support Adaptive Social Protection (ASP) and DRM objectives. While the note has a focus on disasters caused by natural hazards, the framework and lessons are also applicable to other types of emergencies and shocks.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
