Book excerpt: The Strengthening Democratic Local Governance in Bangladesh (SDLG) Project as extended is a 51-month activity (December 2010-March 2015) funded by the United States Agency for International Development's Bangladesh Mission (USAID/Bangladesh). Building on more than a decade's worth of local government strengthening programs in Bangladesh, the SDLG Project combines a focus on research and policy advocacy, capacity development for local government associations, and training and technical assistance for local government units at union parishad, upazila parishad (UP), and pourashava levels. Tetra Tech ARD is the implementing partner for the SDLG Project. Key elements of the SDLG Project strategy for achieving results include: -Building on USAID/Bangladesh's more than 10-year history of significant local governance support programs.-Enhancing the political will of national and local government elected officials as well as citizen groups and NGOs to reform local governance.-Identifying and disseminating to local governments innovative practices to achieve performance standards.-Integrating gender and youth concerns across the SDLG program, while supporting women's participation in local government leadership.-Disseminating through multiple media outlets information on local governments in Bangladesh and the role of the USAID-funded SDLG Project.-Linking with USAID/Bangladeshâe(tm)s (and other donorâe(tm)s) programs, including Presidential Initiatives in the areas of health, agriculture and climate change.This strategic approach will help ensure the project achieves core objectives within the 51-month timeframe, given the resources available, and taking into consideration constraints and opportunities posed by the legal and policy framework for local governments.

Book excerpt: This book analyses efforts of Bangladeshi government and NGOs to strengthen local governance, and identifies the challenges posed by collaboration with NGOs. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes. Bridging a gap in the Development Studies literature, this book presents new findings on the collaboration of NGOs at the local level. It will be of interest to academics working in the field of South Asian Studies, Development Studies, and Asian Politics.

Book excerpt: Decentralization is commonly advocated as a means to improve primary services and hence accelerate social development. Although theory supports this position, empirical evidence is ambiguous. This paper examines whether local governance can improve social development empirically, with detailed evidence on good and bad cases of public service effectiveness in Bangladesh. We examine the institutional underpinnings of service provision, digging down beneath the rules of the game to analyze the beliefs, understandings and dispositions that drive social behavior. We find that changes in attitudes, which led to improvements in social indicators, coincided with rising educational levels, and training and outreach by NGOs. But such changes affected all of Bangladesh in similar ways. Regional variation in social outcomes is explained by the presence in certain areas of a dense web of relationships that enmeshed such advances, and their protagonists, in local systems of authority and legitimacy, strengthening their actions and making local society more susceptible to change.
