Book excerpt: At a global level there is increasing recognition of the role that fisheries policies and social protection can jointly play in combating poverty and hunger, whilst simultaneously promoting sustainable natural resources management. Efforts are being made at the country level to bring together these two domains, but more needs to be done. For fisheries-dependent communities, the full range of benefits derived from greater coherence between fisheries policies and social protection is not yet widely understood; nor are the means through which improved coherence can be promoted. This Framework for analysis and action seeks to fill these knowledge gaps. By drawing from concrete country experiences, the Framework for analysis and action clarifies the benefits of strengthening coherence between fisheries policies and social protection, and identifies options for achieving improved coherence through policy and programming.

The Coherence between social protection and fisheries policies Diagnostic Tool provides practical instruments for assessing the coherence between fisheries policies and social protection at country level. It helps to identify and map the scope and nature of links between fisheries policies and social protection interventions within selected countries, including supportive and constraining factors; and understand people’s experiences and perceptions of these links and how the links (or lack thereof) affect their livelihoods. The Diagnostic Tool provides the basis for identifying options for strengthening coherence, including the methodology and interview guides to be applied to country-specific contexts.

Book excerpt: The aim of this study is to explore the distributional impacts on poverty and income of two programmes in Zambia, the Home Grown School Feeding (HGSF) programme and the Conservation Agriculture Scale-Up (CASU) project, complementing the impact evaluation findings by Prifti & Grinspun (2019). These programmes target different parts of the population but are partly overlapping; they aim to influence poverty and food security through different channels. In the World Food Programme (WFP)’s HGSF modality, school feeding or provision of free meals for schoolchildren is complemented with procurement of food used for the meals from local smallholders. The purchase scheme aims to provide market access for smallholders, hence improving income stability and incentives to invest, ultimately increasing their productivity and reducing poverty. The objectives of school meals alone are improvement in schoolchildren’s nutrition as well as improvement in school attendance and hence human capital accumulation. Conservation agriculture (CA) consists of production methods that reduce farmers’ vulnerability to climate risks and improve productivity. The CASU programme promoted the use of such methods among smallholders through training and demonstration and provision of inputs, aiming for adoption of more sustainable farming which increases farm productivity in the long run.

Book excerpt: Small-scale fisheries in the Mediterranean and Black Sea Region represents a key segment of the fishing sector, accounting for the greatest part of the fleet in the region and more than a half of the total workers employed in the sector. Fisher and fishworker households are exposed to different risks and vulnerabilities, including human and natural hazards. Furthermore, fisheries remain one of the most hazardous occupations with a very high fatality rate. Access to markets, financial, social and institutional services along with diversified and alternative livelihoods opportunities is often poor. Degrading fish stocks and aquatic ecosystems worsen this, along with pressure from climate change and climate-induced shocks and hazards and competition over resources with other sectors. Despite the key role social protection can have in reducing poverty and vulnerability, social protection often does not reach the small-scale fishing sector. The limited availability of accurate, robust and timely data on the sector, challenged by the high levels of informality, irregularity and seasonal nature of small-scale fishing activity, can result in the exclusion of small-scale fishers from laws governing formal employment, therefore, hindering their participation in national social protection systems. This study commissioned by the FAO and the GFCM reviewed available social protection systems in five countries in the Mediterranean (Albania, Egypt, Lebanon, Morocco and Tunisia). It identifies the conditions and vulnerabilities of fishers, along with best practices in the provision of social protection programs and policies, and proposes recommendations to improve the coverage and effective delivery of social protection programmes for small-scale fishers in the region.

The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

Book excerpt: An increasing number of regions in the world are frequently facing water shortage, and water demand is likely to grow in the next 20-30 years due to intensified agriculture, population growth, urbanization and climate change. Future demand of water by all sectors will, thus, require as much as 25 to 40 percent of water to be re-allocated from lower to higher productivity and employment-oriented activities, particularly in water stressed regions. As such, these reallocations are likely to come from agriculture due to its high share of water use. In view of the projected rise in water demand in both agriculture and non-agricultural sectors, appropriate actions that increase water use efficiency especially in irrigation are crucial to sustainably enhance agricultural production and productivity. In Zambia, rice is one of the most important cereal food and is at the centre of major socioeconomic activity for a large share of rural population. Paddy field system are especially water demanding as it needs continues inundation of the field during most of the growing season. In Zambia, there is no controlled infrastructure for paddy irrigation and nearly all of the rice is grown under paddy field system in the country rainfed lowlands. The Food and Agriculture Organization of the United Nations (FAO) has been active to increase the understanding of the status of water use efficiency and water productivity in Zambia through the project “Efficient Agricultural Water Use and Management Enhancement in Paddy Fields”, funded by the Japan Ministry of Agriculture, Forestry and Fisheries (MAFF).
