Book excerpt: Industrial stormwater is derived from precipitation and/or runoff that comes in contact with industrial manufacturing, processing, storage, or material overburden and then runs offsite and enters drainage systems or receiving waters. In 1987, Congress significantly expanded the National Pollutant Discharge Elimination System (NPDES) program through amendments to the Clean Water Act to include industrial stormwater runoff conveyed through outfalls directly to receiving waters or indirectly through municipal separate storm sewer systems. The added regulation of stormwater in the NPDES program has been challenging. Stormwater is produced throughout a developed landscape, and its production and delivery are episodic. In 2009, the National Research Council released a comprehensive report on the Environmental Protection Agency's Stormwater Program that covered all sectors of the program. This study builds on that report, with a focus on industrial stormwater monitoring and management.

Universities are essential to the creation and transfer of new knowledge that drives innovation. This knowledge moves out of the university and into broader society in several ways â€" through highly skilled graduates (i.e. human capital); academic publications; and the creation of new products, industries, and companies via the commercialization of scientific breakthroughs. Despite this, our understanding of how universities receive, interpret, and respond to industry signaling demands for STEM-trained workers is far from complete. Promising Practices for Strengthening the Regional STEM Workforce Development Ecosystem reviews the extent to which universities and employers in five metropolitan communities (Phoenix, Arizona; Cleveland, Ohio; Montgomery, Alabama; Los Angeles, California; and Fargo, North Dakota) collaborate successfully to align curricula, labs, and other undergraduate educational experiences with current and prospective regional STEM workforce needs. This report focuses on how to create the kind of university-industry collaboration that promotes higher quality college and university course offerings, lab activities, applied learning experiences, work-based learning programs, and other activities that enable students to acquire knowledge, skills, and attributes they need to be successful in the STEM workforce. The recommendations and findings presented will be most relevant to educators, policy makers, and industry leaders.

Andor Skotnes examines the interrelationships between the Black freedom movement and the workers' movement in Baltimore and Maryland during the Great Depression and the early years of the Second World War. Adding to the growing body of scholarship on the long civil rights struggle, he argues that such "border state" movements helped resuscitate and transform the national freedom and labor struggles. In the wake of the Great Crash of 1929, the freedom and workers' movements had to rebuild themselves, often in new forms. In the early 1930s, deepening commitments to antiracism led Communists and Socialists in Baltimore to launch racially integrated initiatives for workers' rights, the unemployed, and social justice. An organization of radicalized African American youth, the City-Wide Young People's Forum, emerged in the Black community and became involved in mass educational, anti-lynching, and Buy Where You Can Work campaigns, often in multiracial alliances with other progressives. During the later 1930s, the movements of Baltimore merged into new and renewed national organizations, especially the CIO and the NAACP, and built mass regional struggles. While this collaboration declined after the war, Skotnes shows that the earlier cooperative efforts greatly shaped national freedom campaigns to come—including the civil rights movement.
