In this study, we conduct a field experiment in an apartment complex in India to test how information about electricity usage impacts the electricity consumption of urban middle class households. Our results, based on fifteen-minute electricity readings over an academic year, show that non-monetary messages that framed electricity consumption in terms of environmental and health impacts were more effective than messages emphasizing the monetary savings of reducing electricity consumption. Households in the environmental/health group accessed the online energy-monitoring dashboard more frequently and reduced their electricity usage by 18.4% relative to the control group. Households in the monetary group did not significantly alter their usage. These results about revealed preferences are contrasted with stated preferences disclosed in a survey of urban Indians who describe money, not health, as the main motivation for energy conservation. Our findings have important implications for the development non-monetary strategies for energy conservation in developing countries.

Book excerpt: The National Clean Energy Fund (NCEF), announced in the Government of India’s Budget 2010-11, is seen as a major step in India's quest for energy security and reducing the carbon intensity of energy. Funding research and innovative projects in clean energy technologies, and harnessing renewable energy sources to reduce dependence on fossil fuels constitute the objectives of the NCEF. The NCEF’s utilization of funds is considered to be rather low and disbursements poorly aligned with the fund’s stated objectives, thus posing a potential risk of diluting the focus of NCEF with adverse implications for the much-needed research and innovation in the clean energy sector in India. The book provides a detailed framework for promoting effective utilization and administration of NCEF. To this effect, it identifies the most promising avenues for utilization of NCEF resources for catalytic opportunities and deployment of new technologies. It also identifies and prioritizes the specific energy sub-sectors towards which the NCEF resources are directed. It also makes suggestions for designing a smart monitoring and evaluation framework for the NCEF. This work provides significant information for the government so that appropriate mid-course corrections may be made in a timely manner. This will also be useful in honing the strategic thinking on a suitable energy-technology policy and an assessment of technology needs and other barriers to the clean energy sector in India.

Sustaining a high growth rate is believed to be critical for India to alleviate poverty in the country, since it feeds more than a billion people. Energy, being a key enabler of a country's economic growth and development, has witnessed a significant rise in its consumption in India. In 2013 about 528.34 million tons of oil equivalent (Mtoe) were consumed, making India the third largest consumer of energy in the world, more than 70 percent of which is supplied by fossil sources. Increasing energy demand naturally strains the country's resources and impacts the environment. This warrants decoupling the country's economic growth and energy demand. This is also echoed through India's intended nationally determined contribution submitted in the run-up to the Paris Climate Conference, where the government has highlighted energy conservation as a key mitigation strategy. It seeks to achieve total avoided capacity addition of 19,598 MW and fuel savings of around 23 million tons per year through the National Mission for Enhanced Energy Efficiency (NMEEE). However, this requires concerted effort at the central and state levels, especially considering the existing federal governance architecture where many subjects, including electricity, fall under the jurisdictions of both the center and the state.
