China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Theorists often try to understand that situation by looking at other cases of great power decline, like the British Empire or even ancient Athens. Yet so much is different about those cases that we can draw only imperfect lessons from them. A better approach is to look at how the United States itself already lost much of its international dominance, in the 1970s, in the realm of oil. Only now, with several decades of hindsight, can we fully appreciate it. On the one hand, we sought to engage China across all fronts, diplomatic, cultural, scientific, and above all, economic. But at the same time, successive U.S. administrations worked to maintain a favorable balance of power in the Asia-Pacific region. We strengthened our own forward-based forces. We bolstered our traditional alliances. And we built new quasi-alliance partnerships with other countries, like Singapore and more recently India. So we pursued a strategy that involved engagement on the one hand, but also balancing. And the goals of that two-pronged strategy were essentially to preserve stability while waiting for engagement effectively to work its magic on China. Engagement was supposed to encourage China's leaders to see their interests as lying in the maintenance and strengthening of the existing U.S.-led international order, while at the same time accelerating liberalization of its economy and eventually the democratization of its political system. Since the turn of the century, and especially in the last 10 years, it is become increasingly evident that this approach has failed to achieve its objectives. China has obviously become far richer and stronger, but instead of loosening its grip, the country's Communist Party regime has become even more repressive and more militantly nationalistic. Instead of evolving towards a truly market-based economy, as it was hoped and expected, Beijing continues to pursue-and in certain respects has expanded-its use of state-directed, market-distorting, mercantilist economic policies.Ely Ratner, Maurice R. Greenberg Senior Fellow For China Studies, Council On Foreign Relations, testified: Number one, the United States and China are, in fact, now locked in a geopolitical competition that will ultimately determine the rules, norms, and institutions that govern international relations in the coming decades. Number two, the United States on balance is currently losing this competition in ways that increase the likelihood not just of the erosion of the U.S.-led order, but also the rise of an illiberal China-dominated Asia and beyond. To be concrete, here is what this would mean for the United States: weaker alliances, fewer security partners, and a military forced to operate at greater distances; U.S. firms without access to leading technologies and markets and disadvantaged by unique standards, investment rules, and trading blocks; weak international and regional institutions unable to resist Chinese coercion; and a secular decline in democracy and individual freedoms around the world. The net result would be a less secure and less prosperous United States that is less able to exert power and influence in the world.

Drawing on cases including the U.S. withdrawal from Vietnam and Washingtons pivot to Asia amid Chinas growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asias importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asias significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.
