Today’s North Atlantic Treaty Organization, with nearly thirty members and a global reach, differs strikingly from the alliance of twelve created in 1949 to “keep the Americans in, the Russians out, and the Germans down.” These differences are not simply the result of the Cold War’s end, 9/11, or recent twenty-first-century developments but represent a more general pattern of adaptability first seen in the incorporation of Germany as a full member of the alliance in the early 1950s. Unlike other enduring post–World War II institutions that continue to reflect the international politics of their founding era, NATO stands out for the boldness and frequency of its transformations over the past seventy years. The first work on this subject to draw on previously inaccessible material from U.S. and French archives, the study offers a comprehensive analysis of Gaullist policies toward NATO and the United States during the 1960s, a period that reached its apogee with de GaulleOs dramatic decision in 1966 to withdraw from NATOOs integrated military arm. This launched the French policy of autonomy within NATO, which has since been adapted without having been abandoned. De GaulleOs policy often has been caricatured by admirers and detractors alike as an expression of nationalism or anti-Americanism. Yet Frederic Bozo argues that although it did reflect the GeneralOs quest for grandeur, it also, and perhaps more important, stemmed from a genuine strategy designed to build an independent Europe and to help overcome the system of blocs. Indeed, the author contends, de GaulleOs actions forced NATO to adapt to new strategic realities. Book excerpt: In 1951-52, the North Atlantic Treaty Organization established the Southern Flank, a strategy for the defense of the eastern Mediterranean in the Cold War involving Italy, Greece, and Turkey. Among its many aims, the Southern Flank sought to mobilize these countries as allies and integrate them into the Western defense system. Throughout the 1950s, the alliance developed the Southern Flank and in 1959 it was finally stabilized as fractious Greek-Turkish relations were improved by the temporary settlement over Cyprus. The Southern Flank of NATO, 1951–1959: Military Strategy or Political Stabilization examines, among other things, the initial negotiations of 1951-52, the Southern Flank’s structure and function and relative value in NATO’s overall policy, and the alliance’s response to the challenges in the eastern Mediterranean in the early Cold War. It explores not only the military aspects of the Southern Flank, but also the more controversial political aspects: the admission of Greece and Turkey to NATO, the short-lived military cooperation between these states and Yugoslavia during 1953-55 and the effects of the deterioration in Greek-Turkish relations from 1955 due to Cyprus. It also focuses on the part played by other major members of the alliance, principally the United States and Britain, in Southern Flank politics and strategy. Thus, it considers how the United States and the U.K. viewed the power balance between the three Southern Flank members and how the Americans sought to influence affairs through financial, military and technical assistance, including the construction of U.S. bases in Italy, Greece, and Turkey. The book also assesses the threat posed to the Southern Flank at various points by rising tensions in the Middle East. More generally, the book illuminates the complexities of intra-alliance dynamics in a region full of Cold War tensions. However, in its Middle Eastern/Eastern Mediterranean neighborhood, it was not only the Cold War that provided tensions, since the Arab-Israeli dispute and the tensions of decolonization further complicated the picture. Thus, the study of the Southern Flank is a test case of a Cold War theater which was subjected to additional historical pressures, creating a nexus of problems which the Western Alliance needed to address within its effort to respond to the various challenges of the Cold War.

Book excerpt: This DIIS Report provides an overview of the political and military issues that are likely to shape the coming discussions about NATO's new Strategic Concept. NATO's current Strategic Concept dates back to 1999 and over the last couple years an increasing number of policy-makers have suggested that it is time to take stock of the transatlantic Alliance. The exercise is significant because the Strategic Concept represents the operational view of the Washington Treaty - the basic text of NATO - and because it will bequeath a new strategic direction to the Alliance. The Report presents three arguments. One is that the Strategic Concept serves several functions: it codifies past decision and existing practices; it provides strategic direction; and it serves as an instrument of public diplomacy. The second argument is that the new Strategic Concept must balance the push and pull of two competing visions of NATO, one being "Come home, NATO;" the other being "Globalize, stupid." The contest between these diverging visions has consequences for a number of issues that the Strategic Concept must address. Lastly, it is argued that although the agenda of globalization is being questioned, NATO will continue down the path of global engagement.
