The field of statistics is still expanding rapidly and possesses a rich variety of applications in many areas of human activity such as science, government, business, industry, and everyday affairs. In consequence, the celebration of the Institute's centenary in 1985 is of considerable interest not only to statisticians but also more widely to the international scientific community. As part of its centennial celebration planning the Institute decided to publish a volume of papers representing the immensely wide range of interests encompassed by statistics in its international context, viewed both from a historical and from a contemporary standpoint. We were fortunate in securing the services of Anthony Atkinson and Stephen Fienberg as Editors of this volume: they have worked hard over a period of several years to put together a most fascinating collection of papers. New multilevel modeling techniques are giving researchers tools for analyzing data that have a hierarchical or clustered structure. Multilevel models are now applied to a wide range of studies in sociology, population studies, education studies, psychology, economics, epidemiology, and public health. This book covers a broad range of topics about multilevel modeling. The goal of the authors is to help students and researchers who are interested in analysis of multilevel data to understand the basic concepts, theoretical frameworks and application methods of multilevel modeling. The book is written in non-mathematical terms, focusing on the methods and application of various multilevel models, using the internationally widely used statistical software, the Statistics Analysis System (SAS®). Examples are drawn from analysis of real-world research data. The authors focus on twolevel models in this book because it is most frequently encountered situation in real research. These models can be readily expanded to models with three or more levels when applicable. A wide range of linear and non-linear multilevel models are introduced and demonstrated.

Because every important program has friends and enemies anxious for its prosperity or demise, the investigators and their findings will normally be attacked from at least one side and not infrequently from both. But this is an occupational hazard, dutifully accepted by its practitioners; for some it even adds a zestful touch of danger. However, the program's sponsors and its participants require an unusual degree of courage, since negative or indifferent results are not infrequently used to impugn their wisdom or dedication. We applaud the courage of all those who, in the interest of improving policies and programs to further their clients' well-being, assumed the risks of introducing scientific program evaluation: Primary credit goes to the sponsor of the current research, the United Nations Fund for Population Activities (UNFPA), in particular the Mediterranean and Middle East Branch and its chief, Roushdi El Henedi. Special thanks go to Dr. Habib Siddiqui for his stimulus in launching the study. His efforts were followed by those of M.A. Abu-Nuwar, whose bureaucratic and diplomatic skills were much appreciated, and Sylvia Rhodes, who was of assistance near the close of the project. Although I fll'St became a migrant at the age of 17 when I left the farm to continue my studies in a city college, I was not aware of the relation between rural development and migration until many years later when I began studying patterns of urban and rural poverty. This research has grown out of my continuing investigation of the ways that migration .has been seen as both a response to chronic conditions of rural poverty and a factor potentially exacerbating urban poverty conditions. If governments wanted to deal with urban poverty, they would want to restrict urban in-migration, yet if they reduced urban in-migration, this would remove one of the important means available to persons seeking to raise themselves out of rural impoverishment. This would clearly be a no-win situation for the rural poor; the only way to deal fairly with both urban and rural poverty would be to foster socio-economic development of rural areas. Thus, I became interested in studying the patterns of rural development which actually have had an effect on the migration decisions of rural families.
