The report summarizes presentations and discussions at a workshop held on January 26-27, 2006, in Washington, D.C. The workshop focused on the sharp increases in road traffic-related deaths and injuries in developing countries with a goal of providing a view of the diversity of U.S. interests, the scope of activities of U.S. agencies addressing this problem, and prospects for further U.S. engagement. The workshop discussions were intended to help the responsible government agencies gauge whether the U.S. response is proportional to the interests at stake and to identify next steps toward a more effective response. PGA and IOM, like TRB, are part of the National Academies, which include the National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council.

Book excerpt: " ROAD SAFETY is a significant world-wide problem. At present, almost 1.2 million persons are killed, and between 20 and 50 million are injured in road crashes globally each year. To give an idea of the enormity of the global road safety problem, in the year 2000 war and conflict were responsible for just over 300,000 deaths. In Australia, close to 1,600 persons are killed on the roads each year, and for each fatal crash there are about 10 crashes involving serious injury, and many more crashes involving minor injury and /or property damage only. The total cost of road crashes in Australia has been estimated at about $15 billion per year. In addition, there is untold pain and suffering. In Australia, as in other highly motorised countried, the road toll, in terms of fatilities per 100,000 population, has been declining over the last two or three decades or so, although the rate of decrease has tended to lessen since the late 1990's. This substantial reduction in the fatality rate came about largely as far-sighted and positive legislation ( for example, use of seat belts, blood alcohol limits and speed controls), vigourous publicity campaigns, and active enforcement, and to a somewhat lesser extent effective road and vechicle improvement programs. In the less motorised countries of the world, the road toll is continuing to increase. Further significant reduction in the road toll will require continued effort to encourage improved road user behaviour by the use of appropriate education, training, publicity and enforcement programs. In addition, much more emphasis should be given to the wider application of known and effective road and vehicle safety measures, and to speed management. These have the potential to substantially reduce the number and severity of road crashes. Book excerpt: (Uncorrected OCR) Abstract of dissertation entitled A Review of Road Safety Strategies Submitted by HUNG Wing Kei for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2003 This study provides an overview on the progress of road safety work in the four newly industrialised Asia Administrations including Singapore, South Korea, Taiwan and Hong Kong. The study embarks on the call for a road safety strategy by illustrating the natures and the causes of road crashes, followed by the components commonly incorporated in road safety strategies as well as the development stages of those strategies. The components commonly incorporated in a road safety strategy and the development stages of a strategy have also been demonstrated in this study. In the second part of the study, the four Asia Administrations are selected for revIew. Through the analysis of accident records, a few accident characteristics are identified. These Administrations have found to behave similarly as other developed countries worldwide where the greater the level of vehicle ownership, the lower the fatality rate per vehicle is in these Administrations. Pedestrians and motorcyclists are identified to be the highest risk groups in traffic accidents. In the third part of the study, road safety works in these four Administrations were examined in terms of the nine components (Loo et aI., 2002). It is observed that "Vision", "Targets", "Evaluation", "Quantitative Modelling" and "Funding" are the common weaknesses in developing road safety strategy in these Administrations. In order to further improve accident records and develop a road safety strategy towards the "Advanced Stage", it is recommended that the stakeholders can explore in areas such as establishing a data system, safety performance indicators, exploring funding sources, upgrading in trauma services and conducting researches in a border area.
