This report identifies ten key facts from a Jobs Diagnostic analysis which describe the main jobs challenges Uganda faces. It then sets out policy recommendations for a strategy for jobs and economic transformation which focuses on creating more waged jobs in Uganda, encouraging mobility into better jobs in urban areas, accelerating transformation of Uganda's agriculture, and fostering inclusion into better jobs.

Book excerpt: This Poverty Reduction Strategy Paper on Uganda discusses that the National Development Plan (NDP), Uganda’s current Poverty Reduction Strategy Paper, was introduced in 2010/11 and originally intended to cover five fiscal years, until 2014/15. The NDP emphasises the need to accelerate economic growth to create jobs, increase average income and provide the financial resources required to expand public investment and service delivery. However, several macroeconomic and implementation challenges have reduced infrastructure investment, economic growth and job creation below the levels targeted by the plan. The key strategic objectives of the plan will be maintained over the next two years, with focus placed on strengthening public investment management, creating fiscal space for infrastructure projects and enhancing the development of practical skills among the labour force. The recalibrated macroeconomic framework outlined in Section IV will help guide fiscal policy and economic management as the next National Development Plan is being finalised. NDP II will be launched before the 2016/17 fiscal year and will guide budgetary priorities and programmes over the medium term.

It also discusses key stylized facts including labor market challenges, an overview of the labor market, and employment characteristics. Although issues relating to the determinants of employment are gaining momentum in Uganda, the literature is largely based on economic reports and qualitative studies. Uganda has implemented some social programs aimed at creating employment specifically for youth and women, though coverage is limited. These programs aim at providing an enabling environment for the private sector to create jobs and build the skills and requisite knowledge to make youth and women more employable. The existing social programs are good initiatives to address some of the labor market issues, though their coverage remains limited with funding constraints identified as one of the main challenges. Creating quality jobs will require comprehensive policies to promote headline growth and ensure inclusive growth, including measures to improve education and address challenges in gender and youth.

Conflicts over “the problem” and “the solution” plague the modern world and land problem solvers in what has been called “wicked problem territory”—a social space with high levels of conflict over problems and solutions. In Design Strategy, Nancy C. Roberts proposes design as a strategy of problem solving to close the gap between an existing state and a desired state. Utilizing this approach, designers and change agents are better able to minimize self-defeating conflicts over problems and solutions, break the logjam of opposition, and avoid the traps that lock problem solvers into a never-ending cycle of conflict. Book excerpt: This report addresses the subject of decent rural employment for youth in the forestry sector. It is based on case studies carried out across different processes in the value chain within the sector in Uganda, ranging from seedbed development through to plantation management, saw logging and trading. Findings indicate that a considerable number of Uganda’s legal and policy frameworks emphasize the participation of youth in the labour market, especially given that young people constitute a large majority of the country’s population. However, only a few of these frameworks focus on decent work, whether for young people or the country’s workers more generally. The case studies revealed that efforts to provide decent employment were mixed. Larger and more formally oriented forestry enterprises were more likely to focus on decent work provisions for their labourers. Smaller enterprises, while aware of most of their decent work obligations, were unable to implement them due to resource constraints. The case studies also revealed numerous opportunities for youth to participate in the forestry sector. These included tapping into existing government and NGO programmes ranging from tree planting to plantation management. Additional employment opportunities were provided by businesses in the sector and the management of woodlots for poles and fuel. The limiting factors for youth participation in the sector largely arise from the huge investment cost incurred by such participation, particularly access to and utilization of land and financial resources. Other limitations included a lack of relevant training and skills and poor working conditions. These conditions are compounded by few numbers and limited capacity of officers within the Labour Directorate to administer and enforce labour regulations.The report proposes decent work indicators and recommends both policy and implementation strategies to increase youth participation and decent work practices in the sector.
