Ariel Hernandez looks on the complexity of the nation-building process in the Philippines and how its social and political context constrains the achievement of a peace agreement that would withhold new challenges as the process unfolds. Mediation as one of the possible modes of intervention to resolve identity conflicts is taken as the self-evident instrument to end the 40 year old conflict between the Filipino society at large and the Bangsamoro. The analysis confirms that mediation and other types of intervention are contributing to the intractability of identity conflicts by bringing in further complexities in the negotiation process. The conceptualization of “stumbling blocks” may provide knowledge based resources to develop strategies to “facilitate” the mediation process that allows negotiating parties to cope with the complexity of the bargaining table.

Although the United States initially received widespread global support for what the Bush administration called the global war on terror, over time, as the US war on terror expanded its reach beyond al-Qaida's safe haven in Taliban-controlled Afghanistan, allies and partners began to question some aspects of the US approach. Regional experts criticized the disproportionately military response to what they regarded as a threat with primarily political, social, and economic roots and the focus on religiously-motivated jihadists that overlooked other, largely secular, but no less dangerous, violent extremist movements. The regional view of the landscape of transnational threats in Asia extended well beyond al-Qaida, involving loose networks of violent groups that traded resources and know-how, but did not necessarily have a central leadership, common motivations, or a shared agenda. To understand and cope with this threat landscape would require a multilateral and nuanced approach, in which states across Asia could work in partnership with the United States to develop comprehensive responses to an increasingly complex threat environment."--DTIC abstract.

Not with guns, but with the necessary laws to make sure the country remains stable.” He implied that ethnic conflict and political instability are inevitable in a multi-ethnic society unless protected by certain laws. Ethnic conflict is like a time bomb. The misuse of human rights for political ends and to exploit ethnic sentiments can spark ethnic conflict. In theory, the modern nation-state must achieve pluralism in its project of nation building. There are few nations in the world which consist of a single ethnic group. Yet, multi-ethnicity also seems to be a serious challenge to any system of government, especially in Southeast Asia, as it adds possibly deep-running cleavages to societies. Some groups are marginalized in the course of nation-building as a result of the nature of the relationship between nation and state. Arjun Appadurai stated that “the nation and the state have become one another’s project”: groups try to capture states and their power while states try to “monopolize about the nationhood.” There is always tension between the centre and the margin. The centre often consists of one ethnic group and marginalised minority groups are denied their right to equality. Sometimes horrible wars with thousands of victims commence as a consequence of such processes of ethnically-framed nation-building. Therefore, a democratic setting should be functionally superior; that is, in a better position to moderate the escalatory tendencies inherent in a multi-ethnic setting, thereby achieving less violence-prone conflict management, and its eventual resolution in Southeast Asia. This book is intended for anyone interested in the subject of ethnic relations and conflicts, especially politicians, policy makers, civil society activists, academia, and students of ethnic/race studies and Southeast Asian politics.

The strategy used the principles found in the Diamond Model, the counterinsurgency (COIN) model that Dr. Gordon McCormick developed. The Diamond Model establishes the interactions of four key players in an insurgency environment, pinpoints the "people" as the center of gravity, and demonstrates how either the insurgent or the counterinsurgent can take actions as each competes to win the people's support. The US forces dispatched to the island province used it as a framework to advise and assist the armed forces of the Philippines in building up its capability and to launch civic action initiatives aimed at isolating the local people from the influence of the local terror group, the Abu Sayyaf. This paper provides a thorough examination of the root causes of the MILF conflict. It shows that the Muslims in the southern Philippines have been subjected to a long history of attempted subjugation, forced assimilation, and dislocation from their ancestral territories. It also shows why the MILF rose in arms to seek an independent homeland for the Moro people. The MILF symbolizes the hopes and dreams for a better future of all Muslims in the Philippines. The Moro people aspire for a better future and see these aspirations being achieved only if they rule independently of the national government. Because of this lofty goal, a COIN strategy that provides them temporary improvements in their living conditions may not be enough to wean their support from the MILF.

This book demonstrates that the issue is complex, and explains why efforts to solve the problem in purely political terms are ineffective, and likely to continue to be ineffective. The book shows how state-led, state-incentivised agribusiness development lies at the heart of the problem, leading to a large rise in palm oil production, with extensive clearing of forests, leading to deliberate or accidental fires and the resulting haze. Moreover, although the forest clearing is occurring in Indonesia, many of the companies involved are Malaysian and Singaporean; and, further, many of these companies have close relationships with the politicians and officials responsible for addressing the problem and who thereby have a conflict of interest. The author concludes by discussing the huge difficulties involved in overturning this system of 'patronage politics'.
