It focuses on the dynamics of Brazilian development assistance, its flagship engagement in Mozambique's agricultural and resource sector and the burgeoning social ties that bind them together. With elites in Brazil and Mozambique celebrating the strengths of South-South Cooperation, there is an emerging belief that the two countries are on the path to forging a new development partnership. However, despite these official discourses, there is growing evidence that the conduct of Brazilian firms and the policies promoted by Brazilian development assistance projects are generating negative fallout within local communities and among local environmental activists. Indeed, the complexities of Brazil's economic diplomacy and its private commercial interests, coupled with the involvement of everyone from Brazilian NGOs operating in the health sector to missionaries evangelising in rural towns in Mozambique, seem to affirm the unique characteristics of this growing relationship and the problems that it is facing in becoming truly sustainable.

This is also because constant changes in international and domestic circumstances impinge on the management and analysis of South Africas foreign policy. This, the first review provides an important opportunity to build on existing foreign policy works in order to take stock of the road already travelled in the past decade or so. This is crucial in laying some basis for anticipating the countrys future role, and considering the opportunities and challenges, which future volumes of the review will consider. This volume provides a wide-ranging appraisal of the relationship between stated foreign policy goals and actual outputs and outcomes, an assessment of how foreign policy has actually been operationalized and implemented. To this end, common themes in South African foreign policy provide the framework for the first review. These include foreign policy decision-making; soft power dynamics in the foreign policys strategic calculus; diplomatic tools used economic diplomacy, peace diplomacy and paradiplomacy; South Africas relations with key states in Africa, in the global south and in the global north; South Africas approach to Africa multilateral, global multilateralism/governance. Book excerpt: South Africa is the dominant force in an area that is of increasing strategic importance to the West, yet few studies address the geopolitical pressures that dictate the course of events there. Analyzing South Africa’s base of power, the authors argue that because South Africa’s relationships with other states in Southern Africa are asymmetrical in nature, the country has substantial economic and political leverage in the region. Control of Southern Africa’s transport infrastructure and the ability to project a conventional or surrogate military presence throughout the region, for example, gives South Africa the power to affect the economic and political stability of virtually all regional states. Asymmetry also characterizes relationships at the global level. Because the West depends upon South Africa for access to the region’s strategic minerals, for the security of the Cape oil route, and for the country’s ability to counterbalance the Soviet presence in Southern Africa, South Africa exercises considerable influence over the African foreign policies of the superpowers. Focusing on the major geopolitical variables affecting South Africa’s ability to sustain power, the authors analyze the economic and geographic factors that contribute to asymmetrical relationships and examine the pluralism that divides South African society. Pretoria’s successful foreign policy, which has created a security corridor of new buffer states, is given particular emphasis. In addition, the authors provide a detailed analysis of South Africa’s minerals-based economy and discuss the implications for regional stability of economic sanctions against South Africa. Finally, they outline a policy framework that takes regional economic, political, and geographic realities into account.

The author's controversial thesis is that Prime Minister Botha, recognizing that his country had reached the historical juncture when it needed to establish a new political order encompassing all of its diverse peoples, moved effectively to prepare the ground for fundamental constitutional change. What was needed above all were stabilization measures to assure the support of the white population for reform. Botha used the South African defence force as his primary instrument. By 1989, Professor Roherty maintains, a striking degree of stabilization had been achieved within the country and throughout South Africa, and the groundwork for epochal change had been prepared. The author makes use of exclusive interviews with South Africans from the political, military, intelligence, corporate, and academic worlds.
