Book excerpt: This study assesses the potential that telecommunications advances hold for rural America and is the outcome of the third in a series of policy research projects into issues relating telecommunications policy and economic development undertaken by research teams of faculty and students at the Lyndon Baines Johnson School of Public Affairs and College of Communication, University of Texas at Austin. All three projects have been concerned with telecommunications at two levels: the effects of telecommunications advances on our economy and society and the policy framework that has resulted from divestiture of AT&T. The first project studied state telecommunication policy and resulted in the publication of Telecommunications Policy and Economic Development: The New State Role (Praeger, 1989); the second, which dealt with cities and large telecommunications users, produced The New Urban Infrastructure: Cities and Telecommunications (Praeger, 1990). Telecommunications and rural development has been much more frequently researched in Third World countries than in advanced industrialized ones and this volume represents a significant contribution to the literature on the subject. The findings are divided into four general research areas. Following an introduction, Chapter Two looks at some fascinating telecommunications applications in American rural businesses from Wal-Mart, to traditional rural businesses like the lumber industry, to the opening of new businesses like telemarketing. Chapter Three assesses the use of telecommunication for delivery of public services from the U.S. Department of Agriculture to health care and distance education. Chapter Four asserts that many of the benefits of telecommunications for rural America will only be realized if the small independent or cooperative telephone companies remain healthy and progressive. The substantial contribution to community development, from community revitalization and regional cooperation to infrastructure upgrading, is the focus of Chapter Five. A final chapter offers conclusions. This is required reading for students, scholars, and practitioners in the fields of communications/telecommunications and government.

It then goes on to identify a number of them that are worthy of further consideration by policy-makers and regulators while demonstrating that the effectiveness of the identified instruments can be greatly enhanced by the establishment of a conducive legal, regulatory and institutional framework. The paper concludes by confirming that while no single instrument taken in isolation can provide a full solution to universal access, a mix of the measures identified can be devised to achieve specific policy objectives in a particular country environment.

This manual is based on the experiences of the Village Phone Programmes in Bangladesh and Uganda. In rural villages where no telecommunications services have previously existed, the programme provides cellular phones via a sustainable financing mechanism to poor entrepreneurs who use the phone to operate a business. Such has been the success that over 2,000 village phone businesses are now operating in remote villages of Uganda. This manual is a guideline for replicating the programme in a new country. It establishes a template for creating sustainable initiatives that bring telecommunications to the poor, create viable new businesses for micro-entrepreneurs, and expand the customer base for telecommunications companies.

Book excerpt: Benefits of developing telecommunications infrastructure are beyond questioning; however, challenges stand at small rural communities, which in Mexico encompass ~15% of the population, living in townships with less than ~800 residents. Previous research indicates that technology concepts like the Internet of Things (IoT) can create economic value in local economies. Thus, this paper presents a model to estimate wireless access demand in such communities. Estimated projections of IoT product adoption are built for a representative scenario, considering publicly available statistical information (accounting for variables like the number of residents, households, cars, commercial establishments, or local economic indicators). A basket of highly probable products, like payment terminals, is constructed and characterized. Then the adoption process for each considered product estimated with an S-curve, to integrate the corresponding broadband/Internet access demand. Telecommunications industry is experiencing exciting times, yet careful analysis is crucial to support well informed strategic planning processes.
