Expectations that Russia would join the Western powers as an equal partner were frustrated, while relations with the People's Republic of China warmed considerably. Today, Russia's relationship with China is an important component of its overall foreign policy orientation, as the two states - one greatly diminished, the other clearly on the rise - have found themselves sharing an interest in curbing the power of the United States. In analyzing Russia's evolving foreign policy vis-a-vis China, the author takes into account the legacy of Soviet-era precedents; the simultaneous processes of economic policy change and integration into global economic structures; and military relations. By shedding light on the role of political realism, decision makers, and exogenous factors in Russian foreign policy, this analysis of an important bilateral relationship contributes to the larger project of understanding international relations and the dynamics of domestic and foreign policy change.

In January 2012, the United States announced a strategic shift towards the Asia-Pacific because U.S. economic and security interests are increasingly linked to developments in Asia. In the twenty years since the collapse of Soviet Communism, U.S. strategy in Asia increasingly focused on the rise of the People's Republic of China (PRC). However, the US failed to include another major country in Asia, Russia. America placed Russia and China into two separate strategies for Europe and Asia respectively. The US intended to separate China and Russia but instead, Beijing and Moscow have substantially improved relations over the past twenty years and entered a new strategic partnership. Analysts now predict that China and Russia will form a future strategic alliance and the United States will fight a future war against a Chinese-Russian bloc. Sino-Russian relations, past and present, are an important feature of major power relations in Asia. China and Russia have maintained tense relations throughout their history, but seized opportunities to form strategic partnerships when their interests aligned. During the Cold War, Moscow and Beijing formed a Sino-Soviet alliance that significantly complicated U.S. strategy in Asia. The United States learned to manage the US-China-Russia triangular relationship as part of U.S. Cold War strategy. After the Sino-Soviet split, the US made a major foreign policy reversal improving relations with China as a strategic counterweight against the Soviet Union. While China and Russia develop their new "strategic partnership," American foreign policymakers ought to rediscover the importance of Sino-Russian relations. Conclusion: The United States successfully managed US-China-Russia relations during the Cold War. However, since the end of the Cold War, the US has ignored Russia's role as an Asian power leaving Moscow out of U.S. strategy for the Asia-Pacific. Instead, the US pursued two separate and disconnected strategies; one isolated Russia in Europe while the other contained China in Asia. All the while, China and Russia drifted away from America and toward each other as they developed a new strategic partnership. Today, Beijing and Moscow yield significant global influence through the current strategic partnership. In the future, China and Russia could transform their partnership into an alliance, threatening U.S. interests in the region. The US intends to counter the rise of China by making a strategic pivot towards the Asia-Pacific. Going forward, American policymakers and strategists must recognize that Sino-Russian relations, past and present, are an essential aspect of dealing with China.

Official rhetoric portrays it as the very model of international cooperation: Moscow and Beijing claim that ties are closer and warmer than at any time in history. In reality, however, the picture is highly ambiguous. While both sides are committed to multifaceted engagement, cooperation is complicated by historical suspicions, cultural prejudices, geopolitical rivalries, and competing priorities. For Russia, China is at once the focus of a genuine convergence of interests and the greatest long-term threat to its national security. For China, Russia is a key supplier of energy and weapons, but is frequently dismissed as a self-important power whose rhetoric far outstrips its real influence. A xis of Convenience cuts through the mythmaking and examines the Sino-Russian partnership on its own merits. It steers between the overblown interpretation of an anti-Western (particularly, anti-American) alliance and the complacent assumption that past animosities and competing agendas must always divide the two nations. Their relationship reflects a new geopolitics, one that eschews formal alliances in favor of more flexible and opportunistic arrangements. Ultimately, it is an axis of convenience driven by cold-eyed perceptions of the national interest. In evaluating the current state and future prospects of the relationship, Bobo Lo assesses its impact on the evolving strategic environments in Central and East Asia. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. Book excerpt: Fifteen years have passed since China and Russia formed a 'strategic cooperative partnership' in 1996, and 2011 marks the 10th anniversary of their 2001 Treaty of Good-Neighbourliness and Friendly Cooperation. Considering the significant changes that have taken place in China and Russia over this period, it is well worth assessing the meaning of the China-Russia 'strategic partnership' and their declared 'good-neighbourly' relations. The 'strategic partnership' falls short of the aspirational official rhetoric of both sides. There are three common threads in the views of Chinese policymakers and analysts regarding the China-Russia partnership: pragmatism, lack of political trust and the US factor. While some of the grander expectations of China-Russia relations are unlikely to develop, the two countries will nevertheless avoid antagonizing one another and will find common interests in a stable relationship. The relationship may encounter tension over specific issues, but it is relatively resistant to long-term damage because of the pragmatism of both parties and the willingness to discuss differences behind closed doors. China and Russia will continue to be pragmatic partners of convenience, but not partners based on deeper shared world views and strategic interests. In the coming years, while relations will remain close at the diplomatic level, the two cornerstones of the partnership over the past two decades -- military and energy cooperation -- will continue to crumble. As a result, Russia's significance to China will continue to diminish.
