Through the lens of the Multi-National Forces-Iraq Force Strategic Engagement Cell (FSEC), the author illustrates how KLEs can be incorporated as targets in the U.S. military's targeting process. FSEC's mission to reach out to Iraq-based insurgent organizations who sought reconciliation with the Iraqi government was entirely based in KLE-related targeting. Regional engagement has three levels of engagement: engagement in peacetime, engagement in conflict and engagement in war. Combatant Commanders utilize these different levels of regional engagement to foster development in their Area of Responsibility (AOR). As long as the United States demonstrates global leadership and promotes global cooperation, the U.S. military will be committed to this strategy for a long period of time. In regional engagement, U.S. Army Special Forces are the common denominator. Special Forces enter the engagement process on the ground floor during the peacetime engagement process and stay in theater throughout the continuum of conflict. The purpose of this paper is to demonstrate the "uniqueness" of Special Forces in terms of application in CINCs' engagement strategies. The second purpose is to familiarize other branches of the Army and other services on the versatility and applicability of Special Forces. Commanders need to understand the capabilities of Special Forces in order to increase their chances for success in an uncertain future.

Book excerpt: Military engagement and forward-based U.S. military forces offer decisionmakers effective and efficient mechanisms for maintaining American influence, deterring aggression, assuring allies, building tomorrow's coalitions, managing the challenge of disorder in the security environment, mitigating the risk of a major interstate war, and facilitating U.S. and coalition operations should deterrence fail. Unfortunately, significant cuts to overseas permanent presence and continuing pockets of institutional bias against engagement as a force multiplier and readiness enhancer have combined to limit the leverage possible through these two policy tools. Instead, reliance on precision strike stand-off capabilities and a strategy of surging American military might from CONUS after a crisis has already started have become particularly attractive approaches for managing insecurity in a more resource-constrained environment. This approach is short-sighted politically and strategically. Relying on stand-off capabilities and so-called "surge readiness" - instead of placing greater emphasis on forward presence and, when employed selectively, military engagement - will ultimately result in reduced American influence with friends and adversaries alike, encourage adversaries to act hastily and aggressively, and have the effect of reducing, not expanding, options available to any President.

US global responsibilities require global capabilities, despite a regional focus in implementing the strategy. We must apply all our strengths and work with allies and friends to assure stability in a troubled and complex world. This means our smaller forces must be made stronger and more versatile but remain built on the same strong foundation of outstanding people.

Leonard Wong and Stephen Gerras make a compelling argument for the Army to introspectively examine how it might be inadvertently encouraging the very behavior it deems unacceptable.

Book excerpt: "Air Force basic doctrine asserts that the precise application of force can reliably generate desired, discriminate effects at the strategic level of war. A deconstruction of that assertion reveals three necessary assumptions: the ability to clearly define desired discriminate effects at the strategic level of war, the ability to trace the desired discriminate effects back to a triggering action, and the ability to ensure that the actual effects generated by the triggering action are only the discriminate ones being sought. This paper presents evidence that these assumptions suffer from important conceptual weaknesses that are amplified when examined from the perspective of nonlinear and complex systems. Further evidence suggests that technological fixes are not likely to resolve these weaknesses nor produce the strategic efficiencies implied by the doctrinal concept. In fact, such fixes could increase the potential for small errors to combine in unexpected ways to create a system accident, where outcomes diverge in significant and undesirable ways from the intended discriminate strategic effect. This paper cautions against using the term "precision" in ways that imply congruency between technology and war, and recommends that doctrine clearly differentiate technical exactness from strategic correctness. It concludes that effect-based approaches can foreclose adversary option sets with far more reliability than compelling specific, predetermined behaviors, and it emphasizes the need to ensure that adaptation remains a fundamental feature of any effects-based concept."--Abstract.

For more than a century, nations have engaged in defence diplomacy to cultivate mutual understanding and mitigate conflict. A subset of defence diplomacy is strategic engagement, defined as peacetime defence diplomacy between nations that are actual or potential adversaries. This book analyzes three cases of strategic engagement in order to elucidate the factors which contribute to the success or failure of this diplomacy in preventing conflict. It uses an inductive framework to compare strategic engagement in the following cases: Anglo– German defence diplomacy prior to World War I; U.S.–Soviet defence diplomacy during the Cold War; and post-Cold War U.S.–China defence diplomacy. Based upon archival, literature, and personal interview research, the book argues that defence diplomacy can mitigate the risk of interstate conflict between potential adversaries. The lessons learned from this book can be employed to discern the significant elements conducive to achieving a successful outcome of strategic engagement and averting conflict or even war. This book will be of much interest to students of defence studies, diplomacy studies, foreign policy and international relations.
