The resulting policy emphasizes dependence on market forces to set prices and to encourage efficient production techniques. While extensive research investigates the influence of deregulation on prices, profits and productivity, the effect on labor markets has not received the same scrutiny. Firms in these industries are of major importance to business operations in other industries because they provide the critical services of transporting goods and transmitting information. This may partly explain such extensive research on the product market aspects of regulatory reform. Examining labor markets in the transportation and telecommunications industries is also highly warranted, as historically these industries represented some of the most heavily unionized sectors in the economy. The extent to which regulatory reform has encouraged product market competition may not necessarily result in the same degree of competition across industries. Regulatory Reform and Labor Markets debates the notion that research on regulatory reform and labor markets should develop within the framework of the competitive model. This is achieved by presenting diverging views on wage and employment determination in distinctly different deregulated industries.

Furthermore, the current economic friction has the potential to adversely affect future political relationships. With these considerations in mind, the Joint U.S.–Japan Automotive Study project was started in September 1981 to determine the conditions that will allow for the prosperous coexistence of the respective automobile industries. During this two-year study, we have identified four driving forces that will play a major role in determining the future course of the automotive industry of both countries. Already for over a decade Japanese exporters were fighting against the unwelcome influence of the rising yen on their business. But in order to understand the phenomenon of super-endaka the reader must go back in time to New York, September 1985. In September 1985 the finance ministers of the world’s largest capitalistic economies – Britain, France, West Germany, Japan and the US - met at New York’s Plaza Hotel to discuss the development of the dollar relative to the yen. As a strong dollar had led in the early 80s to an increase in the US trade deficit followed by a strong inflow of foreign capital, protectionist theories started developing both in Republican and Democratic camps. Thus, all participants shared a growing interest in lowering the value of the dollar relative to the yen as this movement would eliminate the U.S. / Japan trade imbalance and lessen protectionist demands. This development would suit everyone because it would finally result in higher exports not only for Japan but also for all other countries. In order to make this happen, all countries agreed to coordinate an intervention into their respective foreign exchange markets. Japan’s government was said to have exchanged $3 billion for the yen in the New York and Tokyo markets the very next day. Shoichior Toyoda, president of the Toyota Motor Corporation, compared the first anniversary of the Plaza Accord to Isshuki - Japanese for the first anniversary of someone’s death- and called it the birthplace of Endaka - Japanese for a high yen. In 1985 the $ traded at yen 240, one year later to Yen 150.

Book excerpt: As the University of Michigan Center for Japanese Studies reflected on the deteriorating position of the domestic auto industry in the fall of 1980, and the strong competitive threat being posed by the Japanese automakers, we were struck by the extraordinary low quality of the public discussion of these critical issues. The national importance of the issues seemed only matched by the superficiality of the analyses being offered. The tendency to think in terms of scapegoats was particularly evident. The Japanese as the basic cause of our problems has been a particularly notable theme. To be sure, cooperation with the Japanese in formulating a rational overall trade policy may be an important part of the solution. It has also been fashionable to blame it all on American auto industry management for not concentrating on the production of small cars when "everyone knew" that was the thing to do. Alternatively, government meddling was blamed for all our problems. Clearly, the complex problem we faced required more penetrating analyses. It seemed therefore, that the time was ripe for a public seminar which moved beyond the rhetoric of the moment and probed some of the deeper causes of our problems and possible directions for future policy. In holding the January 1981 auto conference, the Center took it as their task to begin addressing the critical issues facing the industry, with particular, but not exclusive, attention to examining the role of the Japanese auto industry. They had in mind not to simply conduct a rational discussion of the trade issue but to probe the sources of Japanese competitive strength, especially those features whose study might profit them. In these proceedings, they bring those discussions to a wider audience. Question and answer sessions at the conference were necessarily short and a few speakers delivered abbreviated remarks; this volume restores a number of omissions, and provides additional answers to some pertinent questions put by the audience. The Center hopes to encourage the serious problem-solving these complex issues demand. Far too much time has been spent trying to fix the blame. [intro]

Available in PDF, EPUB and Kindle. Book excerpt: Can intervention by the Bank of Japan on the yen/dollar rates be used as a strategic policy to promote Japanese exports to the U.S. markets? We develop theoretical models based on strategic trade policy literature to explain possible impacts on U.S. automobiles. During the last decade, the changes of yen/dollar rates have coincided with dramatic market-share gains by Japanese automakers in the U.S. market. In the meantime, intervention by the Bank of Japan on the yen/dollar market has reached a record high. Our models assume interventions have two channels to influence U.S./Japan trade. First, we hypothesize that official currency manipulation by the Bank of Japan was implemented as a means to subsidize Japanese. The second channel resulted from the relationship between the expectation of an unavoidable foreign exchange rate appreciation and automobile purchase behavior of U.S. consumers. We assembles the famous "peso problem" in international finance. By preventing the prompt appreciation of JPY using intervention strategy, we argue that intervention by the Bank of Japan create a notion of unavoidable appreciation of JPY rate. This prompts U.S. consumers to purchase cars earlier. We explore the effects of intervention of Bank of Japan on the changes of sale volume and market shares of U.S. and Japan automakers and the results show that the sale volume and market share of American automakers decrease while these of Japanese automakers increase. Empirical results also indicate that U.S. consumers tend to purchase more Japanese automobiles when the Yen's appreciation is withheld temporary level they have expected. After comparisons, we conclude that interventions by the Bank of Japan affect American automakers through cost disadvantage and Japanese automakers through another channel. Results also imply that the effects of intervention on Japan/U.S. trade lie more through the channel of cost subsidy.
