Book excerpt: Missing Trader Intra-Community Fraud (also known as carousel fraud), where goods are repeatedly exported and imported with the EU, has caused a considerable loss of revenue In 2005/6 it is estimated the UK lost between £3-4.5 billion. This report looks both at some of the measure that have been taken to recoup some of this money and measures to stop fraud occurring. In addition it considers whether the Government's policies have imposed an unreasonable burden upon legitimate businesses within affected sectors. It concludes that not only are existing measures unsustainable, steps need to be taken to ensure innocent traders are not damaged. The government needs to work with Member States to implement a system of taxation of intra-Community transactions that will be less vulnerable to major fraud.

Book excerpt: A moving account of friendship and discovery on the island of Sicily from the acclaimed travel writer and bestselling author of The Alexandria Quartet. Despite decades spent writing poetic evocations of the timeless pleasures of life in the Mediterranean, Lawrence Durrell had never set foot on the sea’s largest island: mysterious, impenetrable Sicily. For years his friend Martine begged him to visit her on this sun-kissed paradise, and though he always intended to, life inevitably interfered. It took Martine’s sudden death to finally bring him to the island’s shores. With Martine’s letters in his pocket, Durrell signs up for a tour group, hoping to learn the travel habits of those who aren’t obsessively devoted to island life. As he treks from sight to sight, dizzy with history and culture, Durrell finds echoes of his past lives in Rhodes, Cyprus, and Corfu.

Long, lonely years have passed for the crumbling Château Clement, nestled well beyond the rolling lavender fields and popular tourist attractions of Provence. Once a bustling and dignified ancestral estate, now all that remains is the château's gruff, elderly owner and the softly whispered secrets of generations buried and forgotten. But time has a way of exposing history's dark stains, and when American photographer Cady Drake finds herself drawn to the château and its antique carousel, she longs to explore the relic's shadowy origins beyond the small scope of her freelance assignment. As Cady digs deeper into the past, unearthing century-old photographs of the Clement carousel and its creators, she might be the one person who can bring the past to light and reunite a family torn apart.

At 18, she left her unusual and abusive family situation and never looked back, and then two years later she devoted herself wholly to Estelle Coté, her first and only love. But now, at 45, freshly retired from a career in antique firearms dealing, and settling into a new home with her wife, Margot finds herself feeling restless. Bored. She admits this to herself on the day she visits Le Galopant, a historic carousel that has become bafflingly meaningful to Estelle; and, as with anyone wishing to dodge a midlife crisis, Margot sets her feelings aside, intending to ignore them for as long as possible. At La Ronde, the amusement park where Le Galopant is showcased, Margot is accosted by a 17-year-old girl named Katherine de Wilde. Katy is hyper and unrefined, "rural," everything Margot cannot stand, yet she finds herself thinking more and more about the lisping girl in the Converse sneakers and "Meat is Murder" T-shirt as the days tread on. Even after Estelle discovers a massive secret she's been keeping for a decade, forces her into couples counseling and then on a road trip to confront this secret, Margot is unable to stop Katy from seeping into her thoughts. So when Katy phones her one morning with bad news, "They're taking down Le Galopant for good. It's broken!" Margot yields to impulse and pursues her interest in the girl. Set between Montreal, Quebec and various American cities, Carousel is a story about secrets--secret yearnings, lives, and losses--and the measures we take to protect our loved ones from the monsters we see ourselves to be.
