Book excerpt: Despite recent modifications, the Economic Partnership Agreement (EPA) between the European Union (EU) and West African (WA) countries is still being criticized for its potential detrimental effects on WA countries. This paper provides updated evidence on the impact of the EPA on these countries. A dynamic multicountry, multisector computable general equilibrium trade model with modeling of the dual-dual economy and with a consistent tariff aggregator is used to simulate a series of new scenarios that include updated information on the agreement. We also go beyond estimating macrolevel economic effects to analyze the impacts on poverty. The policy simulation results show that the implementation of the EPA between the EU and WA countries would have marginal but positive impacts on Burkina Faso and Côte d’Ivoire and negative impacts on Benin, Ghana, Nigeria, Senegal, and Togo. The impact on poverty indicators in Ghana and Nigeria would be marginal. From the perspective of WA countries, this study supports the view that recent EU concessions are not sufficient and that domestic fiscal reforms are needed in WA countries themselves.

Book excerpt: After years of intense negotiations between member states of the East African Community (EAC) and the European Union, an interim Economic Partnership Agreement was finally initialled on the 27 November 2007. This interim agreement is intended to be an instrument for development by furthering poverty reduction, sustainable development, regional integration and integration of EAC countries into the world economy. However provisions contained in the interim agreement have raised legitimate concerns as to their ability to address these development issues. The African ministers of trade identified nine contentious provisions which are regarded as both legally and developmentally problematic. One of these issues is the most favoured nation (MFN) clause under which parties are required to extend to each other any better or more favourable treatment granted to other countries, which are either developed countries or major trading economies. The urgency behind the negotiation of Economic partnership agreements between the EU and the African Caribbean and Pacific Countries (within which category fall the EAC member states) was the requirement for a WTO compliant legal regime to govern the relationship between both parties. Previous trade regimes were challenged by other WTO members for being discriminatory. However provisions in the interim agreement such as the contentious MFN clause are more than what is required for WTO compatible regional trade agreements. The inclusion of the MFN clause poses major challenges to the trade and development needs of the EAC countries especially the least developed among them. This dissertation will attempt to critically analyze the potential implications of the MFN clause to the East African countries particularly Uganda as one of the least developed member states in the region.

These articles are scrutinized with a special focus on market access as to point out fields that need to be re-thinked with regard objectives set out in the agreement. It is argue that current bilateral and multilateral Trade and Investment Agreements are shrinking in their legal framework the policy space need for development in countries that need it the most. This study, underlines the fact that the legal provisions contain in the Cote d Ivoire IEPA do reduce actually its ability to set up policies tool aim at achieving development goals. It is the sustainability of the IEPA legal provisions that is questioned under this topic with regard to sensitive issues such as the safeguard measures, the stand still clause, the MFN clause, the Rules of Origin etc Ķ. In so doing, the analysis reveals as well the ambiguity of the IEPA relationship with the Cotonou Agreement and the multilateral trade rules of the WTO. This ambiguity is highlighted in an attempt to drawn the attention of the region on the fact that: if there is indeed a need to update the Economic Partnership Agreement currently negotiating with the EC, this cannot be done without first of all updating the negotiating approach of the region. In fact, its weak bargaining approach coupled with that overwhelming of the EC has resulted in the agreement currently on the table. Substantial changes can be made with this regard by acknowledging the insufficiencies in the legal framework of the IEPA but also in learning lesson from mistakes the region itself and Cote d Ivoire have done in negotiating EPAs and its Interim version. Thus, since EPAs often triggered the debate on liberalization and what it may carry in terms of consequences on developing countries' economies, examples of countries that took a different step toward liberalization and whose current situation may be use as a testimony by ECOWAS are quoted. Finally, propositions are made to ECOWAS region as to enlarge current development space while battling for more flexibility under the EPA.

Book excerpt: Since early 2008 there have been interim trade agreements between the EU and six regions of ACP countries in force which could be stepping stones towards full Economic Partnership Agreements between the EU and all ACP countries. This paper estimates the welfare effects of the interim agreements for nine African countries: Botswana, Cameroon, Cote d'Ivoire, Ghana, Kenya, Mozambique, Namibia, Tanzania, and Uganda. Results indicate that Botswana, Cameroon, Mozambique, and Namibia will significantly profit from the interim agreements, while the trade effects for Cote d'Ivoire, Ghana, Kenya, Tanzania, and Uganda are close to zero. Predicted results of the liberalization based on the interim agreement's reduction rates fall short of the potential of a full liberalization.
