Book excerpt: Excerpt from Statutes and Bye-Laws of the Royal College of Physicians of Edinburgh: Made in Pursuance of the Powers Granted by Royal Charter, 1681 With Charter, Letter of Ratification, and List of Fellows The attempt to incorporate the Practitioners of Medicine in Scotland for the purpose of raising the standard both of the character and acquirements of Physicians, originated in 1617. King James I. of England, to whom an application for that purpose was made, received it favourably, and issued an order to the Parliament for the establishment of a College of Physicians in Edinburgh. This order is still extant. After reciting the evils which the community had suffered from the intrusion of irregular practitioners, it directs the Parliament to form a College of Physicians, and to appoint seven persons to examine those who practise Medicine, and to make it illegal for any person to exercise the art and science of Physic within Edinburgh and the neighbourhood, without the Diploma of the College. His Majesty also farther suggests that warrant should be given to the College to appoint yearly three of their number to visit the Apothecaries' shops in the burgh, to examine the state of the drugs exposed for sale, and to destroy such as might be found corrupt or insufficient. Dissensions, chiefly of a religious kind, had the effect of frustrating the wishes of the King in this respect.
