Y est abordé le Statut de 1949 qui, avec les autres textes statutaires de l'Organisation, fixe les objectifs et précise la composition et les modalités de fonctionnement. La deuxième partie concerne le rôle joué par le Conseil de l'Europe - qui a toujours été le cadre d'une production normative importante - dans l'harmonisation du droit national des Etats européens. Une troisième partie traite du droit du Conseil de l'Europe replacé dans son contexte européen. Elle étudie, par exemple, dans quelle mesure les conventions du Conseil de l'Europe ont été intégrées dans les lois nationales ou comment cohabitent droit du Conseil de l'Europe et droit de l'Union européenne.
