Book excerpt: The US Department of Energy (DOE) implements the US Government's International Nuclear Safety Program to improve the level of safety at Soviet-designed nuclear power plants in Central and Eastern Europe, Russia, and Unkraine. The program is conducted consistent with guidance and policies established by the US Department of State (DOS) and the Agency for International Development and in close collaboration with the Nuclear Regulatory Commission. Some of the program elements were initiated in 1990 under a bilateral agreement with the former Soviet Union; however, most activities began after the Lisbon Nuclear Safety Initiative was announced by the DOS in 1992. Within DOE, the program is managed by the International Division of the Office of Nuclear Energy. The overall objective of the International Nuclear Safety Program is to make comprehensive improvements in the physical conditions of the power plants, plant operations, infrastructures, and safety cultures of countries operating Soviet-designed reactors. This status report summarizes the Internatioal Nuclear Safety Program's activities that have been completed as of September 1994 and discusses those activities currently in progress.

Book excerpt: The Department of Energy (DOE) oversees contractors that operate more than 200 "high-hazard" nuclear facilities, where an accident could have serious consequences for workers and the public. DOE is charged with regulating the safety of these facilities. A key part of DOE's selfregulation is the Office of Health, Safety and Security (HSS), which develops, oversees, and helps enforce nuclear safety policies. This is the only DOE safety office intended to be independent of the program offices, which carry out mission responsibilities. This report examines (1) the extent to which HSS meets GAO's elements of effective independent nuclear safety oversight and (2) the factors contributing to any identified shortcomings with respect to these elements. GAO reviewed relevant DOE policies, interviewed officials and outside safety experts, and surveyed DOE sites to determine the number and status of nuclear facilities. GAO also assessed oversight practices against the criteria for independent oversight GAO developed based on a series of reports on DOE nuclear safety and discussions with nuclear safety experts.

This will mean achieving its climate change and renewables targets, including a 34 per cent reduction in CO2 emissions by 2020 (relative to 1990); at least an 80 per cent reduction by 2050; and by 2020 ensuring that 15 per cent of energy comes from renewable sources. This transition will require major investment in modern technologies: to renovate buildings; to provide for the electrification of much of our heating, industry and transport; and to move to cleaner power generation. It will also require major changes in the way energy is used by individuals, industry and the public sector. At the core of the Bill is the need to ensure that, as older power plants are taken offline and electricity demand continues to increase, the UK remains able to generate enough energy to meet its needs. Book excerpt: US national energy policy recognizes that the continued development of commercial nuclear power in the United States is vital to US national security and energy stability since it is a significant domestic energy resource that is relatively free from international pressures. As of this writing (August 1989) the United States had 108 nuclear power reactors in commercial status. In January 1989 nuclear energy produced 46 billion KwH or 20% of total US electricity generated in contrast to 45 billion KwH (18.8%) produced in January 1988. The US Federal Government has been engaged in a variety of activities to ensure that nuclear energy remains a safe, economically competitive and environmentally acceptable option. Much of the federal effort in recent months has been devoted to developing initiatives designed to remove institutional and regulatory obstacles to the continued use of nuclear power as part of the US energy system. Within this context, the following paragraphs summarize the major features of the current status of the US nuclear energy program and policies.
