In BRAC, Global Policy Language, and Women in Bangladesh, Manzurul Mannan—while not denying the many positive accomplishments of BRAC—places the organization under a critical microscope. Drawing on his experience as a Bangladeshi native and BRAC insider, Mannan provides unique insights into not only BRAC's phenomenal growth and its role in diffusing western and development ideologies but also, more importantly, how target populations have been affected culturally and socially. He explains how BRAC has employed western ideas, theories, and philosophies of agency when engaging in development interventions in even the remotest villages, seeking to transform social structures, women's status, and the local polity. The resulting intermingling of exogenous perspectives with local knowledge leads to a degree of inconsistency and dissonance within BRAC's own operations, while generating opposition from local commoners and elites. Cautionary yet hopeful, the book advocates greater cultural sensitivity as a way to mitigate conflict between BRAC and the constituencies it serves.

Major progress has been made in closing the gender gap, and the Constitution of Bangladesh provides equality of status and opportunity to all its citizens irrespective of sex. However, domestic violence perpetuated against women is a common phenomenon in Bangladesh. This book is a study about domestic violence against women in Bangladeshi society. It delineates, in particular, why and how some women become the victims of domestic violence in the changing socio-economic setting of Bangladesh. The author explores the multiple contexts in which domestic violence occurs by focusing on the everyday experience of women subjected to this violence. The book shows how changing socio-economic setting, urbanization and the growing demand for female labor influences the phenomenon and experience of domestic violence. It demonstrates that domestic violence is entangled in a complex web of institutionalized social relations that necessitates a structural and contextual understanding of the production of such violence in family, kinship and gender relations. Finally, it identifies factors that cause, perpetuate, and mitigate domestic violence or give strength to women to struggle and raise their voices or take shelter in the law against the perpetrators of domestic violence. In their previous book, Inexcusable Absence, Maureen A. Lewis and Marlaine E. Lockheed reported the startling new finding that nearly threequarters of the girls who are not in school belong to ethnic, religious, linguistic, racial, or other minorities. In this companion volume, they further analyze the determinants of school enrollment, completion, and learning in seven countries: the highly heterogeneous populations of Laos, China, Pakistan, India, and Guatemala and the homogeneous populations of Bangladesh and Tunisia. The authors find that in ethnically and linguistically diverse populations, minority groups --minority girls in particular -- lag significantly behind the majority population in school attendance, while highly homogeneous populations like Bangladesh and Tunisia have successfully integrated girls into school on a par with boys. By increasing understanding about the major impediments to universal primary education, Exclusion, Gender and Education provides valuable new knowledge to those who are working to bring gender equity to the education systems of poor countries.

Book excerpt: Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.

The book identifies the factors which motivated women to be active, discusses how women achieved the level of capacity and knowledge to enable them to serve their communities appropriately, assesses the major difficulties and recommends how empowerment projects can be improved in future. The book concludes that established institutions and traditional customs are often the greatest barrier to women’s participation.

In 2010, the South Asian Institute of Legal and Human Rights Studies in Dhaka (SAILS) initiated the ‘Combating Gender Injustice’ research study to investigate how the Christian, Hindu and Muslim communities in the country are affected by the laws and customs governing their personal lives. The aim was to engage in a dialogue with the stakeholders the results of which would provide a basis to formulate recommendations for law, policy and procedural reform. These reports have been reproduced in this volume in updated and revised form. Moreover, in order to offer a more complete overview of the ethnic and religious minorities concerned, a chapter has been added on the personal laws of the Buddhist community, the third largest religious community in Bangladesh. Finally, the volume offers much needed information on the laws and customs of the indigenous peoples of the Chittagong Hill Tracts, communities following traditional rules and customs in the remote and hilly region of the country. The gender-insensitive personal laws prevalent in South Asian societies will continue to be debated for generations to come. This unique volume gives a voice to the different religious and ethnic communities affected by the current laws and practices in force in Bangladesh. The reader will find an overview and gain understanding of the legal issues that need to be addressed in each case.
