Book excerpt: GAO reviewed the Peacekeeper (MX) weapon system program to assess the Air Force's performance in meeting program acquisition goals and to identify risks in missile production as part of a continuing GAO program to monitor major Department of Defense (D0D) weapon acquisition programs. The revised Peacekeeper weapon system is part of a modernization program to improve the capabilities of the U.S. strategic forces. GAO found that the Peacekeeper Selected Acquisition Report (SAR) did not reflect the cost growth in the program which is required by DOD instructions. In addition, plans for basing the missiles have been through several revisions, and the basing costs have been merged with missile costs. The Air Force has completed four successful test flights of development missiles and is confident that it can meet the December 1986 deployment date specified by Congress. However, some flight testing will not be completed until after deployment and production of several major components will begin before flight testing. GAO noted that, because Soviet silo hardness has increased significantly since development of Peacekeeper, the probability of inflicting the desired level of damage to Soviet targets may be impaired.

Also, production of some major components will begin before they are flight tested. Peacekeeper's performance relative to the Soviet threat has not been formally reevaluated since 1979. DOD officials stated a revalidated threat assessment will be available in September 1984, and Peacekeeper performance will be evaluated relative to the revised threat. GAO identified shortcomings in the way costs are being reported in the Selected Acquisition Report and recommended corrective measures. (Author).

Book excerpt: The Peacekeeper in Minuteman Silos project is planned for deployment within the 90th Strategic Missile Wing at P.E. Warren Air Force Base (AFB) near Cheyenne, Wyoming. The Peacekeeper system (formerly designated M-X) is an advanced, land-based intercontinental ballistic system designed to improve the nation's strategic force. The Peacekeeper deployment plan calls for replacement of 100 Minuteman III missiles with 100 Peacekeeper missiles. Construction of modifications to P.E. Warren AFB will occur between 1984 and 1986. Work on the rest of the deployment area will take place between 1985 and 1989. That area includes portions of Laramine, Platte, and Goshen Counties, Wyoming and Kimball and Banner Counties, Nebraska. The major off-base construction work consists of improvements to the road system connecting the base to the launch facilities. In addition, considerable assembly and checkout effort will be required at the base and at silo locations. The Peacekeeper system is scheduled to be fully operational by mid-1990.
