Book excerpt: Rural Transformation undergoes a metamorphosis after the introduction of new governance at grassroots through the 73rd Amendment to the Constitution of India. Newly created institutions for governance have teething problems and yet they picked up momentum in their dynamics. New concientization takes place in the minds of the people about their role and responsibility and feverish socio-economic activities have been initiated by the institutions and a new kind of relationship has been established between the State Government and the grassroots institutions as established between the Central Government and State Government. Problems which had not been so far noticed have come to the surface while deepening democracy in the society. A new participatory culture comes to governance at the grassroots and thereby it indicates that it would move towards the other realm of governance. Variety of institutions both evolved and imposed over a period of time have come to synergise their activities for effective delivery of services. Thus it seems the concept ‘governance’ provides a new meaning and explanation as activities are centering around people by relegating the concept government to the background. It does not mean that the process is smooth and positive. Decentralization process has its own obstacles as it breaks many hurdles. Strategies have been evolved then and there to overcome such obstacles and barriers and it moves towards the people to empower them. The whole process of the transformation has been captured in this work from the experience of the provinces. Key issues have been highlighted for further understanding of the dynamics of village voice. This volume provides statewise outlook of the devolution of powers. It aims at providing analysis of the performance of the institutions interms of the powers assigned to them.

The Congress Party, a catch-all party that brought independence in 1947 and governed India for much of the period since then, no longer dominates the electoral scene. Political parties which draw support from particular caste and religious groups are now more powerful than ever before. Democracy Without Associations explains why religious and caste-based political parties come to dominate the electoral landscape in 1990s India and why catch-all parties have declined. Arguing that political parties and state policy can make some social divisions more salient than others and also determine how these divisions affect the political system, the author offers an explanation for the relationship between electoral competition and the politicization of social differences in India. He notes that the relationship between social cleavages and the party system is not axiomatic and that political parties can influence the links they have to social cleavages. The argument developed for India is also used to account for emergence of class-based parties in Spain and the electoral success of a religious party in Algeria. Democracy Without Associations will interest scholars and students of Indian politics, and party politics, as well as those interested in the impact of social divisions on the political system. It evaluates the quintessence of the functioning of the Panchayati Raj in the past two decades of its existence. This pioneering book also discusses the treatment of the third-tier government in the inter-governmental fiscal transfer framework and the delineation of the unique institution of local self-government in the Northeastern Indian States. In the light of the loosely evolved fiscal relations between three levels of government, it has been observed that local self-governments in the bottom tier have not been truly empowered yet. The book argues in favor of integrating the third-tier government into the Indian federal system and suggests how this could be achieved.

Book excerpt: In reaction to British imperialism during the 19th and 20th centuries, Indian Muslims and Hindus imagined and invented their separate and distinct religious communities and communal nationalisms. These were institutionalized in the subcontinent's political systems by the British government in collaboration with Indian politicians. Stern argues that this production of communalism has been crucial in structuring the composition and organization of South Asia's politically dominant classes, and that they, in turn, have been crucial in determining parliamentary democracy's growth or atrophy on the subcontinent. In what became India, the overwhelmingly Hindu National Congress formed a coalition of professionals and landed peasants, later joined by industrialists, that was friendly to the development of parliamentary democracy. In its western provinces, Pakistan's legacy from British government was a ruling coalition of landlords and civilian and military bureaucrats that has continued to impede the development of parliamentary democracy. Until 1971, this coalition equated parliamentary democracy with the loss of their dominance to Pakistan's Bengali majority. Only among them, in Pakistan's eastern province, now Bangladesh, was there a politically dominant coalition of classes that was friendly to the development of parliamentary democracy. It had the ironic effect in Pakistan of entrenching the west's anti-democratic coalition. Dogged by the legacies of twenty-four years as Pakistan's subordinate province, disorganization among its dominant classes and a vanished rural base, the development of parliamentary democracy in Bangladesh has been slow and uneven.
