Book Status of GSA s Implementation of Selected Green Building Provisions of the Energy Independence and Security Act of 2007

Download or read book Status of GSA s Implementation of Selected Green Building Provisions of the Energy Independence and Security Act of 2007 written by Mark Gaffigan and published by . This book was released on 2008 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: According to the U.S. Environmental Protection Agency, buildings in the United States account for 68 percent of the nation's total electricity consumption and 39 percent of its total energy consumption. In December 2007, Congress enacted the Energy Independence and Security Act of 2007 (EISA) to, among other things, increase energy efficiency and the availability of renewable energy in federal buildings. Specifically, the act established new energy-related requirements and standards for federal buildings and for the agencies that oversee them. For example, it required the General Services Administration (GSA) to establish an Office of Federal High-Performance Green Buildings to coordinate green building information and activities within GSA and with other federal agencies. The act also required GAO to report to Congress on the implementation of certain provisions contained in EISA by October 31, 2008, and October 31, 2009. As determined in consultation with Congressional offices, this report fulfills the 2008 requirement by addressing the status of GSA's implementation of selected EISA requirements related to high-performance federal green buildings. We selected GSA as the focus of our initial report because GSA is responsible for the design, construction, operation, and maintenance of thousands of federally owned or leased facilities and GSA's tenants represent a wide cross section of federal agencies. Specifically, this report provides general information on the status of GSA's (1) establishment of an Office of Federal High-Performance Green Buildings, (2) designation of energy managers for federally owned facilities, (3) adoption of a certification system for federal green buildings, and (4) efforts to accelerate the use of more cost-effective technologies and practices at GSA facilities.

This book was released on 2018-06-29 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: 2014-10-14 Green Building Certification Systems for Federal Buildings - Final Rule (US Department of Energy Regulation) (DOE) (2018 Edition) The Law Library presents the complete text of the 2014-10-14 Green Building Certification Systems for Federal Buildings - Final Rule (US Department of Energy Regulation) (DOE) (2018 Edition). Updated as of May 29, 2018 The U.S. Department of Energy (DOE) issues a final rule that implements a provision in the Energy Conservation and Production Act, as amended by the Energy Independence and Security Act of 2007, which requires DOE to identify a green building certification system and level that DOE determines to be the most likely to encourage a comprehensive and environmentally-sound approach to certification of green buildings. DOE's green building certification system review must be based on the General Services Administration's review of third-party green building certification systems and levels and criteria outlined in the Energy Independence and Security Act of 2007. Under the regulations established today, if a Federal agency chooses to use a green building certification system for a new building or major renovation covered by today's rule, the green building certification system for Federal buildings must meet the certification standards established in today's rule. This book contains: - The complete text of the 2014-10-14 Green Building Certification Systems for Federal Buildings - Final Rule (US Department of Energy Regulation) (DOE) (2018 Edition) - A table of contents with the page number of each section

Book Energy Efficiency Standards and Green Building Certification Systems Used by the Department of Defense for Military Construction and Major Renovations

This book was released on 2013-06-04 with total page 219 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congress has an ongoing interest in ensuring that the 500,000 buildings and other structures owned and operated by the Department of Defense (DOD) are operated effectively in terms of cost and resource use. Section 2830 of the National Defense Authorization Act for fiscal year requires the Secretary of Defense to submit a report to the congressional defense committees on the energy-efficiency and sustainability standards used by DOD for military construction and major renovations of buildings. DOD's report must include a cost-benefit analysis, return on investment, and long-term payback for the building standards and green building certification systems, including: (A) American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standard 189.1-2011 for the Design of High-Performance, Green Buildings Except Low-Rise Residential. (B) ASHRAE Energy Standard 90.1-2010 for Buildings Except Low-Rise Residential. (C) Leadership in Energy and Environmental Design (LEED) Silver, Gold, and Platinum certification for green buildings, as well as the LEED Volume certification. (D) Other American National Standards Institute (ANSI) accredited standards. DOD's report to the congressional defense committees must also include a copy of DOD policy prescribing a comprehensive strategy for the pursuit of design and building standards across the department that include specific energy-efficiency standards and sustainable design attributes for military construction based on the cost-benefit analysis, return on investment, and demonstrated payback required for the aforementioned building standards and green building certification systems. Energy-Efficiency Standards and Green Building Certification Systems Used by the Department of Defense for Military Construction and Major Renovations summarizes the recommendations for energy efficiency.

Book Deep Energy Retrofit Guide for Public Buildings

Download or read book Deep Energy Retrofit Guide for Public Buildings written by Rüdiger Lohse and published by Springer. This book was released on 2019-04-10 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides detailed information on how to set up Deep Energy Retrofits (DERs) in public buildings, and shares in-depth insights into the current status of the major technologies, strategies and practical best practice examples of how to cost-effectively combine them. Case studies from Europe are analyzed with respect to energy use before and after renovation, reasons for undertaking the renovation, co-benefits achieved, resulting cost-effectiveness, and the business models employed. The building sector holds the potential for tremendous improvements in terms of energy efficiency and reducing carbon emissions, and energy retrofits to the existing building stock represent a significant opportunity in the transition to a low-carbon future. Moreover, investing in highly efficient building materials and systems can replace long-term energy imports, contribute to cost cutting, and create a wealth of new jobs. Yet, while the technologies needed in order to improve energy efficiency are readily available, significant progress has not yet been made, and “best practices” for implementing building technologies and renewable energy sources are still relegated to small “niche” applications. Offering essential information on Deep Energy Retrofits, the book offers a valuable asset for architects, public authorities, project developers, and engineers alike.
