As an archipelago comprised of small islands, the land area is limited and the resource base narrow, with low potential for agriculture and other industries and high vulnerability to climate change. Its small population is dispersed and fragmented, making delivery of services costly and difficult. With resources and services concentrated in the capital city of Malé, the atolls are underdeveloped. Progress has been notable in eradicating extreme poverty and hunger, achieving universal primary education, improving maternal health, and reducing child mortality. However, challenges remain in gender equality and women's empowerment (with low female-to-male ratio in tertiary qualifications), limited share of female employment, and low participation of women in political development and decision making. This publication intends to support the Government of the Maldives in its attempt to tackle persisting gender inequalities and gaps through a multisector approach across policies, programs, and projects. It provides insights into gender issues in energy; fisheries; micro, small, and medium enterprises; transport; tourism; and water and sanitation and suggestions for strengthening gender mainstreaming in project design, implementation, and monitoring.

Book excerpt: This 2005 Article IV Consultation with Maldives highlights that the Maldives suffered devastating damage from the December 2004 tsunami. Although human casualties were limited, damage to infrastructure has been extensive, with the cost of reconstruction estimated at nearly a half of gross domestic product. Reconstruction work has progressed slowly in 2005 but the pace is picking up. Recovery work has been slow due to insufficient coordination, problems in local consultation, and limited management capacity. The government and donors have been addressing these problems and the pace of implementation is finally accelerating. The 2006 budget is highly expansionary and threatens sustainability. The government has added to the fiscal deficit through new recruits, expansion of untargeted social programs, and a large domestically funded public investment program while using optimistic revenue projection. Fiscal reforms are of high priority. The report also explains that monetary policy should be geared to sustaining the peg arrangement based on indirect management. The objective of monetary policy should be to support the peg arrangement, which has served well as a credible nominal anchor.

With casualties as far away as Africa, the aftermath was overwhelming: ships could be spotted miles inland; cars floated in the ocean; legions of the unidentified deadùan estimated 225,000ùwere buried in mass graves; relief organizations struggled to reach rural areas and provide adequate aid to survivors. The Indian Ocean Tsunami: The Global Response to a Natural Disaster is the first comprehensive assessment of the environmental, social, and economic costs of this tragedy. Soon after the tsunami, an international team of geographers, geologists, anthropologists, and political scientists traveled to the most damaged areas to observe and document the tsunami's impact. The Indian Ocean Tsunami draws on data collected by this team. Editors Pradyumna P. Karan and Shanmugam P. In the tsunami's aftermath, the inadequacies of governmental and privately funded aid and the challenge of rehabilitating devastated ecosystems quickly became apparent. With this volume, Karan and Suhbiah illuminate the need for the development of efficient, socially and environmentally sustainable practices to cope with environmental disasters. They suggest that education about the ongoing process of recovery will mitigate the effects of future natural disasters. The IMF publishes calculated effective exchange rates data only for countries that have given their approval. The real effective exchange rate index in line rec is derived from the nominal effective exchange rate index, adjusted for relative changes in consumer prices. Consumer price indices, often available monthly, are used as a measure of domestic costs and prices for these countries.
