The Gender-GEDI is meant to serve as a monitoring tool of high potential female entrepreneurship in 30 developed and developing countries. The Gender-GEDI uses the most recent data on 30 quantitative indicators grouped into 15 pillars and 3 categories: Entrepreneurial Environment, Entrepreneurial Eco-System and Entrepreneurial Aspirations. The JRC analysis that is discussed herein was conducted upon invitation of the GEDI Institute. The report delves into the statistical properties of the Gender-GEDI and complements country rankings with confidence intervals, in order to better appreciate the robustness of these ranks to the computation methodology. In addition, this report includes an assessment of potential redundancy of information in the Gender-GEDI framework and a suggestion on how to monitor changes in countries conditions vis-à-vis high potential female entrepreneurship development both in a quantitative and qualitative manner.

Book excerpt: In 2015, the United Nations adopted the 2030 Agenda for Sustainable Development with the 17 Sustainable Development Goals (SDGs) and 169 associated targets. All 193 United Nations (UN) member states have committed to achieving sustainable development across its three dimensions –economic, social, and environmental– in a balanced and integrated manner. Gender equality is embedded in every goal and there is increasing demand for gender-related data. Equal Measures 2030 developed the SDG Gender Index to help girls’ and women’s movements measure progress on the gender equality aspects of the majority of the Sustainable Development Goals. The SDG Gender Index is a tool that gender advocates can use to frame their influencing on the gender equality elements of the SDGs. The pilot version of the EM2030 SDG Gender Index launched on 2018, focused in six countries and the current 2019 version is the first global version including 129 countries. The statistical audit presented here was performed by the European Commission’s Joint Research Centre, and it aims to contribute to ensuring the transparency and reliability of the EM2030 SDG Gender Index 2019. It should enable policymakers to derive more accurate and meaningful conclusions, and to potentially guide choices on priority setting and policy formulation. The present JRC audit delves into data quality issues, the conceptual and statistical coherence of the framework and the impact of modelling assumptions on the results. The SDG Gender Index represents a very comprehensive index to date on gender equality aligned to the SDGs and it is a remarkable effort of synthetizing the 14 gender related goals into a single measure. The index ranks are robust, tested to various different assumptions, thus they allow for meaningful conclusions to be drawn.

It is our hope that data presented in Women, Business and the Law will both facilitate research on linkages between legal differentiation and outcomes for women, and promote better informed policy choices on what governments can do to expand opportunities for women.

Poverty falls as people work their way out of hardship and as jobs empowering women lead to greater investments in children. Efficiency increases as workers get better at what they do, as more productive jobs appear, and less productive ones disappear. Societies flourish as jobs bring together people from different ethnic and social backgrounds and provide alternatives to conflict. Jobs are thus more than a byproduct of economic growth. They are transformational —they are what we earn, what we do, and even who we are. High unemployment and unmet job expectations among youth are the most immediate concerns. But in many developing countries, where farming and self-employment are prevalent and safety nets are modest are best, unemployment rates can be low. In these countries, growth is seldom jobless. Most of their poor work long hours but simply cannot make ends meet. And the violation of basic rights is not uncommon. Therefore, the number of jobs is not all that matters: jobs with high development payoffs are needed. Confronted with these challenges, policy makers ask difficult questions. Should countries build their development strategies around growth, or should they focus on jobs? Can entrepreneurship be fostered, especially among the many microenterprises in developing countries, or are entrepreneurs born? Are greater investments in education and training a prerequisite for employability, or can skills be built through jobs? In times of major crises and structural shifts, should jobs, not just workers, be protected? And is there a risk that policies supporting job creation in one country will come at the expense of jobs in other countries? The World Development Report 2013: Jobs offers answers to these and other difficult questions by looking at jobs as drivers of development—not as derived labor demand—and by considering all types of jobs—not just formal wage employment. The Report provides a framework that cuts across sectors and shows that the best policy responses vary across countries, depending on their levels of development, endowments, demography, and institutions. Policy fundamentals matter in all cases, as they enable a vibrant private sector, the source of most jobs in the world. Labor policies can help as well, even if they are less critical than is often assumed. Development policies, from making smallholder farming viable to fostering functional cities to engaging in global markets, hold the key to success.

Book excerpt: For the last decade, economic growth in Latin America and the Caribbean (LAC) has sharply accelerated, pushing poverty and inequality to historic lows in the most unequal region in the world. In 2012, as the world\2019s ongoing economic problems make optimistic predictions less certain and threaten to undermine gains against poverty and inequality, it is critical to understand the structural forces that have promoted recent positive social outcomes. This report explores how women in the region have played a critical role in achieving the poverty declines of the last decade, with their labor market participation rates growing 15 percent from 2000 to 2010. It further considers how future progress will require increased female economic power and more effective policies to promote it. If female labor income had remained the same during this period, holding all else constant, extreme poverty in Latin America and the Caribbean would have been 30 percent higher in 2010. In other words, 17.7 percent of the population in the region would have been below the extreme poverty rate, compared to the actual 14.6 percent. The report suggests focusing public policy on three priorities: expanding female labor market opportunities; improving female agency which - while important in its own right - has important potential benefits for equality of economic opportunities and assets, and supporting the growing number of poor single female-headed households. Along with these suggested policy priorities, strong monitoring and evaluation systems should be included to every extent possible.

Missing from the picture however is a more comprehensive, systematic, in-depth, and objective rendition of the policies and practices of Shanghai basic education, benchmarked against others in key dimensions. This report presents an in-depth examination of how Shanghai scored highest in the areas of reading, science, and mathematics on PISA. It documents and benchmarks key policies in basic Shanghai education, provides evidence on the extent to which these policies have been implemented in schools, and explores how these policies have affected learning outcomes. The report uses PISA 2012 data to analyze Shanghai student achievement variation and to examine the extent school variables may be associated with the variation beyond family and student background. It also uses the World Bank’s Systems Approach for Better Education Results (SABER), an existing systems diagnostic and benchmarking tool, as an organizing framework and for data collection. School-based surveys and other existing research shed further light on educational impact and implementation. While the report attempts to adopt a systems approach, particular emphasis is placed on teachers, education financing, balancing autonomy and accountability, and student assessment.
