It addresses the approaches of both established and rising powers and their implications for the advancement of international climate negotiations. The new introduction looks at the key developments in this realm since 2013, examining the bilateral deals between China and the United States and the results of the UNFCCC’s 21st Convention of the Parties (COP) convening at Paris in 2015. Two key features link the contributions of this volume: their underlying assumption that major powers are the central actors in determining global environmental politics; and their assessment of, and implications of, the approaches both of rising and established major powers for global climate norms. One key argument of this volume is that today’s geopolitics are about who gets how much in the fiercely competitive race over the available ‘carbon space’. The book concludes that prudently balancing power in the new century requires a fair sharing of burden among the existing and emerging powers. In light of such burden-sharing, pluralistic domestic politics as well as diverging normative beliefs and worldviews require consideration of different conditions, even if historical legacies of the industrialised world have increasingly been put into question as a political argument by the United States. This book is based on a special issue of the journal Climate Policy.

Book excerpt: Regional security institutions play a significant role in shaping the behavior of existing and rising regional powers by nurturing security norms and rules, monitoring state activities, and sometimes imposing sanctions, thereby formulating the configuration of regional security dynamics. Yet, their security roles and influence do not remain constant. Their raison d’etre, objectives, and functions experience sporadic changes, and some institutions upgrade military functions for peacekeeping operations, while others limit their functions to political and security dialogues. The question is: why and how do these variances in institutional change emerge? This book explores the mechanisms of institutional change, focusing on regional security institutions led by non-great powers. It constructs a theoretical model for institutional change that provides a new understanding of their changing roles in regional security, which has yet to be fully explored in the International Relations field. In so doing, the book illuminates why, when, and how each organization restructures its role, function, and influence. Using case studies of the Association of Southeast Asian Nations (ASEAN), the Economic Community of West African States (ECOWAS), and the Organization of African Unity (OAU)/ African Union (AU), it also sheds light on similarities and differences in institutional change between regional security institutions.

Gallagher demonstrates how several emerging market and developing countries (EMDs) managed to reregulate cross-border financial flows in the wake of the global financial crisis, despite the political and economic difficulty of doing so at the national level. Gallagher also shows that some EMDs, particularly the BRICS coalition, were able to maintain or expand their sovereignty to regulate cross-border finance under global economic governance institutions. Gallagher combines econometric analysis with in-depth interviews with officials and interest groups in select emerging markets and policymakers at the International Monetary Fund, the World Trade Organization, and the G-20 to explain key characteristics of the global economy. Gallagher develops a theory of countervailing monetary power that shows how emerging markets can counter domestic and international opposition to the regulation of cross-border finance. Although many countries were able to exert countervailing monetary power in the wake of the crisis, such power was not sufficient to stem the magnitude of unstable financial flows that continue to plague the world economy. Drawing on this theory, Gallagher outlines the significant opportunities and obstacles to regulating cross-border finance in the twenty-first century.

Book excerpt: This book examines the exclusion of minority languages (and their speakers) from the mainstream domains of everyday social life in postcolonial Zimbabwe. It considers forces of hegemonic nation building, subtle cultural oppression and a desire for linguistic uniformity as major factors contributing to the social exclusion of Zimbabweans from language groups other than Shona and Ndebele. The book interprets the various forms of language-based exclusion exercised by Shona and Ndebele language speakers over minority groups as constituting a form of linguistic imperialism. Contrary to the popular view that English is Zimbabwe's «killer language», which should be replaced by selected indigenous languages that are perceived as more nationally «authentic» and better grounded in both pre- and post-imperial frameworks, this book argues that linguistic imperialism has very little to do with whether the dominating language is «foreign» or «indigenous». The author discusses oral submissions from minority language speakers, language experts, policy-makers and educators. While the focus is specifically on the politics of language and identity in Zimbabwe, this case study gives an insight into the complexity of identity and nation building in postcolonial Africa.
