Butler, Chairman of the Reconstruction Committee In the meantime differences of opinion had been developed among Republicans, the nature of which the undersigned beg leave as briefly as possible to state. The State government of Texas had-been organized in 1866, in accordance with the provisions of the constitution framed by the convention called by the provisional governor in that year. It was assumed by a few Republicans, that after the passage of the act for the more efficient government of the rebel States, on the 2d of March, 1867, no civil government of any kind existed in the State of Texas; that the declaration in the preamble to' the act of the 2d of March, that no legal State government now exists in the rebel State of Texas, was intended utterly to destroy the whole machinery of the civil government of which Mr. Throckmorton was the head, and must be so understood; and that the declaration in the 6th section of said act, that any civil governments which may exist in the rebel States named in the act shall be deemed provisional only, had reference to governments that might afterwards be framed by conventions, and not to the governments existing at the time of the passage of the act. We will say here, in passing, that the undersigned have never been able to assent to the correct ness of these views. Davis was not only a part of the political elite during the Civil War, but he also opposed secession. He refused to follow most of Texas’ leaders and actively opposed the Confederacy by attempting to bring Texas back to the Union. After the war, Davis was a leader in reconstructing the state based on true free labor and pursued progressive and egalitarian policies as governor of Texas. Through the entire reconstruction process Davis faced extreme Confederate hostility. After leaving the governor’s mansion an unpopular man and politician, he still remained dedicated to changing Texas. He worked to change his adopted state until the day he died.

Book excerpt: Besides massive race prejudice and the perceived vindictiveness of the radical Republicans, another factor that contributed strongly to the derailment of reconstruction after the Civil War was the conflicting decisions taken by the political leaders. Lincoln warned against differences between the friends of freedom, and to overcome these, took charge of the reconstruction of Louisiana and showed how it should be done by pitting benefits of enlightened free government against the prejudices of the populace. Unfortunately, his example was lost on his successor, Andrew Johnson, whose encouragement of Southern resistance to the North’s terms aggravated factionalism within the Republican party. The moderates dominated in the drafting of the Fourteenth Amendment, where they incorporated the statesmanlike principle of a benefit, self-government in exchange for Southerners protecting the rights of all their citizens, black and white. However, this statesmanlike bargain was practically abandoned in Congress’s response to the Southern states’ rejection of the Fourteenth Amendment, the Congressional Reconstructions Act. The fears of the moderates that the new state governments would not protect rights led them to propose universal suffrage, while the fears of the radicals that disloyal men would rule led them to provide for the disfranchisement of many ex-rebels and to hold any governments established, provisional only, subject to congressional change at will. As result the incentive for native white Southerners to participate in the new state governments in exchange for rights protection was drastically weakened. The consequences of this legislative "straight jacket" made it extremely difficult for Republicans in the defeated states to establish permanent political footholds. Some tried to hold onto power without attempting to cultivate native white support and lost their states for the Republicans. Three other leaders’ efforts to strike a balance between radicals and Democrats fell flat. Imprudent decisions of the Grant Administration shattered the attempts of three more states to establish a common ground with moderate Democrats. On the positive side, there was a leader in Virginia who figured out the kind of political arrangement necessary for Republicans to survive, and in Florida, a moderate Republican Governor, Ossian Bingley Hart, exercised real statesmanship to lead the most successful of all reconstruction governments. Statesmanship in reconstruction could have spared the South some severe hardships. Despite the vast change in public opinion on race relations over the last nearly 150 years, there are still lessons drawn from this study that can be applied to present day Civil Rights Policy.

Book excerpt: The Republican Union League of America played a major role in the Southern Reconstruction that followed the American Civil War. A secret organization introduced into Texas in 1867 to mobilize newly enfranchised black voters, it was the first political body that attempted to secure power by forming a biracial coalition. Originally intended by white Unionists simply to marshal black voters to their support, it evolved into an organization that allowed blacks to pursue their own political goals. It was abandoned by the state’s Republican Party following the 1871 state elections. From the beginning the use of the league by the Republican party proved controversial. While its opponents charged that its white leadership simply manipulated ignorant blacks to achieve power for themselves, ultimately encouraging racial conflict, the League not only educated blacks in their new political rights but also protected them in the exercise of those rights. It gave blacks a voice in supporting the legislative program of Gov. Edmund J. Davis, helping him to push through laws aimed at the maintenance of law and order, securing basic civil rights for blacks, and the creation of public schools. Ultimately, its success and its secrecy provoked hostile attacks from political opponents, leading the party to stop using it. Nonetheless, the Union League created a legacy of black activism that lasted throughout the nineteenth century and pushed Texas toward a remarkably different world from the segregated and racist one that developed after the league disappeared.

Examining racial segregation from 1920s to the 1970s, Mothers of Massive Resistance explores the grassroots workers who maintained the system of racial segregation and Jim Crow. For decades in rural communities, in university towns, and in New South cities, white women performed myriad duties that upheld white over black: censoring textbooks, denying marriage certificates, deciding on the racial identity of their neighbors, celebrating school choice, canvassing communities for votes, and lobbying elected officials. They instilled beliefs in racial hierarchies in their children, built national networks, and experimented with a color-blind political discourse. Without these mundane, everyday acts, white supremacist politics could not have shaped local, regional, and national politics the way it did or lasted as long as it has. With white women at the center of the story, the rise of postwar conservatism looks very different than the male-dominated narratives of the resistance to Civil Rights. Women like Nell Battle Lewis, Florence Sillers Ogden, Mary Dawson Cain, and Cornelia Dabney Tucker publicized threats to their Jim Crow world through political organizing, private correspondence, and journalism. Their efforts began before World War II and the Brown decision and persisted past the 1964 Civil Rights Act and anti-busing protests. White women's segregationist politics stretched across the nation, overlapping with and shaping the rise of the New Right. Mothers of Massive Resistance reveals the diverse ways white women sustained white supremacist politics and thought well beyond the federal legislation that overturned legal segregation.
