This subject is addressed for the purpose of gaining an understanding and finding answers to Colombia's violent political conflict. The study argues that there is an equilibrium between the government and the guerrilla groups. The author uses three variables: (1) military balance, (2) peasant support for the guerrillas, and (3) the weakness of the state, to discuss the equilibrium and its effect in this conflict. In conclusion, the author maintains that the equilibrium between the actors in the conflict is not structural, but is a circumstance of the effects of both the narcotics trafficking and the failure of the judicial system. If this balance is to change, action must be taken on two fronts, narcotics trafficking and the judicial system.

Many believe that free and fair elections, health care, education, and employment will help secure the hearts and minds of citizens. By contrast, the violation of human rights and international law is presumed to be counterproductive, engendering political protest and violent rebellion. When Bad States Win challenges the belief that democratic institutions and economic growth are effectual tools in countering insurgencies. Jeffrey Treistman uses a mixed-methods approach to examine the conditions in which governments have violated human rights and attacked civilians to effectively suppress political dissent. His research suggests that moderate levels of violence against civilians tend to backfire and only provoke widespread resentments that lead to the overthrow of a central government; however, when pursued to extremes, brutal repression and indiscriminate violence against civilians can effectively defeat a rebellion. Isolated state actions in regions where the state is otherwise scarce can have outsize, long-lasting effects on society. The Scarce State reframes our understanding of the political economy of hinterlands through a multi-method study of Northern Ghana alongside shadow cases from other world regions. Drawing on a historical natural experiment, the book shows how the contemporary economic and political elite emerged in Ghana's hinterland, linking interventions by an ostensibly weak state to new socio-economic inequality and grassroots efforts to reimagine traditional institutions. The book demonstrates how these state-generated societal changes reshaped access to political power, producing dynastic politics, clientelism, and violence.
