Inclusive States: Social Policy and Structural Inequalities examines the role of the state and society in addressing structural inequalities and identifies a set of policy recommendations to redress them. This book defines structural inequality as a condition arising from unequal status attributed to a category of people in relation to others, a relationship perpetuated and reinforced by unequal relations in roles, functions, decision rights, and opportunities. Inclusive states are those that direct policies to address the needs of all, that respect the rights of citizens to exercise voice and influence on which services are provided and how they are delivered, and that have an interest in strengthening the social contract with their citizens. A central focus of policy remains a concern for equity, both to level the playing field to encourage social mobility and to ensure equity in the distributional effects of policy reforms and development interventions. This book highlights two key challenges for social policy. First, policy design needs to take into account the weaknesses of basic state functions in many developing countries, since these have important ramifications for social policy outcomes. Second, in most developing countries social structures marked by historically rooted structural inequalities pose significant challenges to the provision of services and require a long-term commitment to address underlying questions and problems. This book describes some of the challenges found in different contexts and some of the ways in which these challenges can be and are being addressed. This book is part of a new series, New Frontiers in Social Policy, which examines issues and approaches to extend the boundaries of social policy beyond conventional social services toward policies and institutions that improve equality of opportunity and social justice in developing countries. Book excerpt: The Government’s policy measures such as travel restrictions, lockdowns, and restrictions on economic and social activities, aimed at curbing the spread of COVID-19, had affected the livelihoods and food security of smallholders in Nigeria. Using data collected from sample households from four Nigerian states, this study investigated the effects of COVID-19 pandemic policies on the incomes, employment, and food security situation of smallholder farming households. Results show that 88 percent of the households reported that they lost about 50 percent of their income due to the pandemic. As a result, about 66 percent of respondents reported they reduced food consumption. Travel and movement restrictions caused disruptions in agricultural activities and supply chains, as 29 percent of respondents reported planting fewer crops, 24 percent reduced cropping area, and 24 percent reduced fertilizer application. In terms of household’s food security, results show that COVID-19 significantly worsened the food security situation of many households in Nigeria, especially poorer households. More than 80 percent of respondents worried about not having enough food and 77 percent ate less food than they thought they should. Survey households also reported a significant reduction of consumption of proteins (eggs, meat, and dairy products) and fruits since the pandemic struck. Increases in food prices are felt by most households (85 percent). We suggest three key policy priorities: support vulnerable households to mitigate the impacts of income loss through cash transfer or improved credit access; interventions to improve agricultural inputs supply chains to ease the pandemic’s impact on agricultural production; and support food insecure households through direct food distribution.

Book excerpt: The regional context in which rural livelihoods in Myanmar are embedded varies widely, in terms of physical geography, climate and agroecology, local resource base, agrarian structure, infrastructure provision, proximity to urban areas and neighboring countries, social networks, institutions, and ethnicities. The composition of livelihoods in each administrative and geographical zone of the country reflects these diverse contexts. Marked variations in patterns of livelihoods are evident at multiple scales, from the zone or region, down to township, and village level, so that the composition of livelihoods in villages close to one another sometimes varies widely (Phyo, 2022). Despite a high level of place-based specificity, many broad similarities and common trends also shape the composition of livelihoods at sub-national and national levels. These include: Generally low levels of agricultural productivity relative to other countries in the region, in terms of both land and labor (World Bank 2016); High rates of landlessness and legacies of land confiscation and unresolved struggles over land rights and access (Mark and Belton 2020); Generally poor, though -prior to 2020 - rapidly improving, public infrastructure and services, including electricity, roads, schools, health services, and rural credit (Belton et al. 2017; Lambrecht and Belton 2018); Relatively low levels of diversification and capital in the rural non-farm economy; High rates of international and domestic outmigration (World Bank and LIFT 2016; CHIME 2019); Histories of ethno-political conflict and insecurity (South 2009). This working paper synthesizes analyses from four large household surveys, each covering a major agro-ecological zone, to evaluate inter-regional variations in the composition of livelihoods and the rural economy. The four zones examined are the Delta (Ayeyarwady and Yangon), the Dry Zone (Mandalay, Magway, Sagaing), the hills (represented by Shan South), and the coasts (represented by Mon State). We also synthesize recent secondary sources that offer additional context and insights on regional livelihood dynamics from these and other areas of Myanmar, including the impacts of the ‘triple crisis’ (covid, coup, and price inflation) beginning in 2020.

Book excerpt: The effect of the COVID-19 pandemic on households’ income, jobs, and food security have continued despite perceptible reductions in transmission and lifting of restrictive policy measures in several countries. To assess these effects on Nigerian households, we collected household data in the initial three months after the outbreak of the pandemic (July 2020). To track the changes since the first survey, we conducted a follow-up phone survey with the same households a year later (July 2021). We undertook a comparative analysis between the two surveys focusing on key variables such as income loss, job loss, food security, and dietary diversity. The study also investigated how changes in income, wealth/endowments, social capital, safety net programs, and recurrent conflicts affected the severity of food insecurity amid the pandemic. We found that both income and jobs have rebounded significantly (by 50 percentage points) compared to the baseline results. In terms of food insecurity, households with “severely food insecure” situations dropped from 73 percent in the first survey to 65 percent in the follow-up survey. We also found a 5-percentage point improvement in the household dietary diversity scale in the follow-up survey. However, households reported an increase of more than 70 percent in conflicts or insecurity threats amid the pandemic. This affected farm investment decisions in 44 percent of smallholder farmers surveyed. While income loss significantly worsened households’ food insecurity; livestock ownership and social capital cushioned households from falling into a more severe food insecurity situation. However, safety net programs provided by the government and NGOs did not significantly protect households from falling into severe food insecurity amid the pandemic. We suggest four policy propositions: prioritize investment in job creation to curb income loss; enable households to build their wealth base (e.g., land tenure security or livestock) to enhance resilience to shocks; revisit targeting approaches of safety net programs to enhance effectiveness of such programs; and finally, devise and implement conflict resolutions to induce investment and enhance productivity.

The study has been carried out in the Mushandike irrigation scheme with meticulous emphasis and specialisation on Village 12. The research thus seeks to give an anthropological elucidation of irrigation initiated projects as rural livelihoods and how sustainable they appear to be. The sustainable livelihoods framework by Ian Scoones has been employed in trying to explicate the findings of the study. It has thus been observed that irrigation initiated projects in the area of study are not sustainable, are very seasonal and vulnerable to shocks. However coping strategies have been put in place but goals are still not met in accordance to the plans.

The analysis in this report identifies options for more balanced growth, leading to a vibrant economy in which returning migrants can invest and find employment.
